ferred to the Committee on Oversight and Reform
A BILL
To modernize the fleet of delivery vehicles used by the Postal
Service with electric or zero-emission vehicles, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Postal Service Electric
4
Fleet Authorization Act of 2021’’.

SEC. 2. AUTHORIZATION OF APPROPRIATION FOR UNITED

STATES POSTAL SERVICE FOR MODERNIZA-
2
TION OF POSTAL INFRASTRUCTURE.
3
There is authorized to be appropriated to the United
4
States Postal Service $8,000,000,000, to remain available
5
until expended, for the acquisition of vehicles and the in-
6
frastructure required to operate a fleet of electric vehicles.
7
Any amounts appropriated under this subsection shall be
8
deposited into the Postal Service Fund established under
9
section 2003 of title 39, United States Code.

SEC. 3. ELECTRIC OR ZERO-EMISSION VEHICLES FOR
11
UNITED STATES POSTAL SERVICE FLEET.
12
(a) IN GENERAL.—Any next generation delivery vehi-
13
cle purchased by the United States Postal Service using
14
the funds appropriated under section 2 shall, to the great-
15
est extent practicable, be an electric or zero-emission vehi-
16
cle, and the Postal Service shall ensure that at least 75
17
percent of the total number of vehicles purchased using
18
such funds shall be electric or zero-emission vehicles. In
19
this subsection, the term ‘‘next generation delivery vehi-
20
cle’’ means a vehicle purchased to replace a right-hand
21
drive, long-life vehicle in use by the Postal Service.

(b) MEDIUM AND HEAVY-DUTY VEHICLES.—
23
(1) DATE OF ENACTMENT AND 2025.—Between
24
the period beginning on the date of enactment of
25
this Act and ending on December 31, 2024, not less

than 75 percent of the total number of new medium
1
or heavy-duty vehicles purchased by the Postal Serv-
2
ice during such period shall be electric or zero-emis-
3
sion vehicles.

(2) AFTER
2029.—Beginning on January 1,
5
2030, the Postal Service may not purchase any new
6
medium or heavy-duty vehicle that is not an electric
7
or zero-emission vehicle.
8
(c) COMPLIANCE.—The Postal Service shall comply
9
with chapter 83 of title 41, United States Code, (popularly
10
known as the Buy American Act) and any applicable Fed-
11
eral labor or civil rights laws—
12
(1) in carrying out subsections (a) and (b); and
13
(2) with respect to any vehicle purchased using
14
funds appropriated under section 2.
15
(d) CHARGING STATIONS.—
16
(1) IN GENERAL.—Not later than January 1,
17
2026, the Postal Service shall provide, at each postal
18
facility accessible to the public, not less than one
19
electric vehicle charging station for use by the public
20
or officers and employees of the Postal Service.
21
(2) FLEET
OPERATION.—The Postal Service
22
shall ensure that adequate charging stations are
23
available at Postal Service facilities to keep the
24
Postal Service fleet operational.

(e) PLAN AND UPDATE.—Not later than 180 days
1
after the date of enactment of this Act, the Postmaster
2
General shall submit to the Committee on Oversight and
3
Reform of the House of Representatives, the Committee
4
on Homeland Security and Governmental Affairs of the
5
Senate, and the Committees on Appropriations of the
6
House of Representatives and the Senate a plan to carry
7
out this section. The Postmaster General shall submit an
8
update and progress report on implementing such plan to
9
such committees not less than once every two years begin-
10
ning on the date the plan is submitted under the previous
11
sentence and ending on the day that is six years after such
12
date.

(f) CONTINGENT ON APPROPRIATION.—The require-
14
ments of subsections (a) through (e) of this section shall
15
not apply unless the funds authorized under section 2 are
16
appropriated.
