Ms. ERNST) introduced the following bill; which was read twice and re-
ferred to the Committee on Armed Services
A BILL
To professionalize the position of Sexual Assault Response
Coordinator in the military, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Professionalizing the
4
Sexual Assault Response Coordinator Act of 2021’’.
5
SEC. 2. SEXUAL ASSAULT RESPONSE COORDINATOR MILI-
6
TARY OCCUPATIONAL SPECIALTY.
7
(a) IN GENERAL.—Not later than 180 days after the
8
date of the enactment of this Act, the Secretary of Defense
9
shall submit to the congressional defense committees a re-

port on the optimal execution of a Sexual Assault Re-
1
sponse Coordinator (SARC) Military Occupational Spe-
2
cialty (MOS).

(b) ELEMENTS.—The report required under sub-
4
section (a) shall include the following elements:
5
(1) A recommendation on the required rank
6
and experience of a SARC MOS.
7
(2) Recommendations for strengthening recruit-
8
ment and retention of members of the Armed Forces
9
of the required rank and experience identified under
10
paragraph (1), including—
11
(A) designating SARC as a secondary
12
MOS instead of a primary MOS;
13
(B) providing initial or recurrent bonuses
14
or duty stations of choice to service members
15
who qualify for the SARC MOS;
16
(C) limiting the amount of time that a
17
service member who has qualified for the SARC
18
MOS can serve as a SARC in a given period of
19
time; or
20
(D) requiring evaluations for service mem-
21
bers who have qualified for the SARC MOS and
22
are serving as a SARC to be completed by an
23
officer of the rank of O–6 or higher.

(3) Recommendations for standardizing train-
1
ing and education for service members seeking a
2
SARC MOS or serving as a SARC, including by in-
3
stitutionalizing relevant academies for each of the
4
services.
5
(4) An analysis of the impact of a SARC MOS
6
on the talent management of the existing SARC pro-
7
gram, including recruitment and retention.
8
(5) An analysis of the requirements for a
9
SARC-specific chain of command.
10
(6) A plan to execute a SARC MOS within two
11
years.
12
(7) Analysis of the cost of a SARC MOS pro-
13
gram.
14
(8) Any other matter the Secretary of Defense
15
considers relevant for inclusion.

(c) BRIEFING.—Not later than 180 days after the
17
date of the enactment of this Act, the Secretary of Defense
18
shall provide the congressional defense committees a brief-
19
ing on the report required under subsection (a).
