Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Hallways to Health 4 Care Act’’. 5 SEC. 2. FUNDING FOR SCHOOL-BASED HEALTH CENTERS. 6 (a) IN GENERAL.—Section 399Z–1 of the Public 7 Health Service Act (42 U.S.C. 280h–5) is amended by 8 adding at the end the following: 9 VerDate Sep 11 2014 17:56 Jun 10, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S1738.IS S1738 pamtmann on DSKBC07HB2PROD with BILLS 2 •S 1738 IS ‘‘(n) ADDITIONAL FUNDING.—For purposes of car- 1 rying out this section, in addition to amounts otherwise 2 made available for such purposes, there are appropriated, 3 out of amounts in the Treasury not otherwise appro- 4 priated, $100,000,000 for fiscal year 2022.’’. 5 (b) EXPANDED HEALTH CARE SERVICES.—Section 6 399Z–1(l) of the Public Health Service Act (42 U.S.C. 7 280h–5(l)) is amended— 8 (1) by striking ‘‘For purposes of’’ and inserting 9 the following: 10 ‘‘(1) IN GENERAL.—For purposes of’’; 11 (2) by adding at the end the following: 12 ‘‘(2) EXPANDED HEALTH SERVICES.—In addi- 13 tion to amounts made available under paragraph 14 (1), for purposes of supporting entities receiving 15 grants under this section in offering new, expanded 16 behavioral health care services in a SBHC, there are 17 authorized to be appropriated $25,000,000 for fiscal 18 year 2022.’’; and 19 (3) by redesignating such subsection as sub- 20 section (m). 21 (c) GRANTS FOR THE ESTABLISHMENT OF SCHOOL- 22 BASED HEALTH CENTERS.—Section 4101(a)(5) of the 23 Patient Protection and Affordable Care Act (Public Law 24 111–148; 42 U.S.C. 280h–4 note) is amended by striking 25 VerDate Sep 11 2014 17:56 Jun 10, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1738.IS S1738 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 1738 IS ‘‘for each of fiscal years 2010 through 2013, 1 $50,000,000’’ and inserting ‘‘for fiscal year 2022, 2 $100,000,000’’. 3 (d) COMMUNITY HEALTH CENTER FUNDING.—Sec- 4 tion 330 of the Public Health Service Act (42 U.S.C. 5 254b) is amended by adding at the end the following: 6 ‘‘(s) ADDITIONAL FUNDING.—In addition to amounts 7 otherwise made available to carry out this section, there 8 are appropriated, out of amounts in the Treasury not oth- 9 erwise appropriated $125,000,000 for fiscal year 2022, of 10 which $25,000,000 shall be allocated to supporting enti- 11 ties receiving grants under this section in offering new, 12 expanded behavioral health care services.’’. 13 SEC. 3. DEMONSTRATION PROGRAMS TO ESTABLISH AND 14 EXPAND THE PROVISION OF TELE-HEALTH 15 SERVICES AT SCHOOL-BASED HEALTH CEN- 16 TERS. 17 Title XXI of the Social Security Act (42 U.S.C. 18 1397aa et seq.), is amended by adding at the end the fol- 19 lowing new section: 20 VerDate Sep 11 2014 17:56 Jun 10, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1738.IS S1738 pamtmann on DSKBC07HB2PROD with BILLS 4 •S 1738 IS ‘‘SEC. 2114. DEMONSTRATION PROGRAM TO ESTABLISH 1 AND EXPAND THE PROVISION OF TELE- 2 HEALTH SERVICES AT SCHOOL-BASED 3 HEALTH CENTERS. 4 ‘‘(a) ESTABLISHMENT.—Not later than 18 months 5 after the date of enactment of this section, the Secretary 6 shall publish criteria for the establishment of a demonstra- 7 tion program to provide new tele-health services, or to ex- 8 pand existing tele-health service programs, located at 9 school-based health centers. A school-based health center’s 10 receipt of funds under the demonstration program under 11 this section shall not preclude the school-based health cen- 12 ter from being reimbursed by public or private health in- 13 surance programs according to State law and regulation 14 for items and services furnished by or through the center. 15 ‘‘(b) AUTHORIZATION OF APPROPRIATIONS.—There 16 are authorized to be appropriated such sums as may be 17 necessary to carry out this section. Funds appropriated 18 under the preceding sentence shall remain available until 19 expended.’’. 20 SEC. 4.
