Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. PROMOTING EXTENDED COVERAGE OF PREGNANT 1 AND POSTPARTUM WOMEN UNDER THE MED- 2 ICAID PROGRAM. 3 (a) ELIMINATING TIME LIMIT ON STATE OPTION TO 4 ELECT EXTENDED COVERAGE.—Section 9812(b) of the 5 American Rescue Plan Act of 2021 (Public Law 117–2) 6 is amended by striking ‘‘during the 5-year period’’. 7 (b) INCREASING FMAP FOR PREGNANCY-RELATED 8 SERVICES FOR CERTAIN STATES.—Section 1905 of the 9 Social Security Act (42 U.S.C. 1396d) is amended— 10 (1) in subsection (b), by striking ‘‘and (ii)’’ and 11 inserting ‘‘(ii), and (jj)’’; 12 (2) in subsection (ff), by striking ‘‘and (ii)’’ and 13 inserting ‘‘(ii), and (jj)’’; and 14 (3) by adding at the end the following new sub- 15 section: 16 ‘‘(jj) TEMPORARY INCREASE IN FMAP FOR PREG- 17 NANCY-RELATED SERVICES FOR CERTAIN STATES.—For 18 each quarter occurring during the 4-quarter period begin- 19 ning with the first calendar quarter during which a State 20 makes the election described in section 1902(e)(16), the 21 Federal medical assistance percentage for such State that 22 would otherwise apply (including, if applicable, such per- 23 centage that would otherwise apply under subsection (y) 24 or (z)) with respect to amounts expended by the State for 25 medical assistance for pregnancy-related services (includ- 26 VerDate Sep 11 2014 02:21 Jul 01, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3345.IH H3345 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 3345 IH ing prenatal, delivery, and post partum services) furnished 1 during such quarter shall, after application of any in- 2 crease, if applicable, under section 6008 of the Families 3 First Coronavirus Response Act or under subsection (ii), 4 be increased by 5 percentage points.
