AUTHORIZATION OF NATIONAL OCEANIC AND 3 ATMOSPHERIC ADMINISTRATION ACTIVITIES. 4 (a) IN GENERAL.—The Administrator shall, in con- 5 sultation with other Federal agencies, develop within the 6 National Oceanic and Atmospheric Administration a com- 7 prehensive suite of coastal flood and coastal land loss, sea 8 level rise, Great Lakes bathymetry water level, and vertical 9 land motion data, products, and services, and conduct the 10 research and development necessary to support those prod- 11 ucts and services that— 12 (1) augment existing capacities and combine ex- 13 isting observations, modeling, predictions, products 14 and services into a coordinated decision-support 15 framework; 16 (2) produce and maintain authoritative and 17 timely data, maps, and information services, includ- 18 ing improving existing and new information products 19 and services targeted to end-user needs, that allow 20 coastal communities across the United States to plan 21 for present and future coastal flood and coastal land 22 loss risk; and 23 (3) engage with, ensure accessibility by, and pro- 24 vide technical assistance to, end users, with par- 25 VerDate Sep 11 2014 00:08 Nov 17, 2022 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6203 E:\BILLS\H3228.RH H3228 pbinns on DSKJLVW7X2PROD with $$_JOB 4 •HR 3228 RH ticular attention to historically underserved and at 1 risk communities and populations, and also including 2 other Federal agencies, regional ocean partnerships, 3 states, local governments, Tribal governments, and In- 4 digenous communities on the appropriate application 5 of these data and tools and to better assess informa- 6 tion gaps, needs, and solutions relating to the risk 7 posed by coastal flooding and coastal land loss, in- 8 cluding sea level rise. 9 (b) DATA ARCHIVING.—The Administrator shall pub- 10 lish and maintain archives of the data and metadata gen- 11 erated under this Act and shall maximize distribution, ac- 12 cess, and use of such data and metadata. 13 (c) USE OF EXISTING ADVISORY COMMITTEES.—The 14 Administrator may consult with and seek input from exist- 15 ing agency advisory committees to provide recommenda- 16 tions on systems, products, and services relating to coastal 17 flooding and coastal land loss, including sea level rise. 18 (d) TECHNICAL ASSISTANCE TO OTHER FEDERAL 19 AGENCIES.—To assist in carrying out this Act and to fa- 20 cilitate collaboration, the Administrator may provide tech- 21 nical assistance to other Federal agencies on a reimbursable 22 or non-reimbursable basis, including by entering into an 23 agreement with another Federal agency to detail, for a pe- 24 riod of not more than 3 years, an employee of the National 25 VerDate Sep 11 2014 00:08 Nov 17, 2022 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6203 E:\BILLS\H3228.RH H3228 pbinns on DSKJLVW7X2PROD with $$_JOB 5 •HR 3228 RH Oceanic and Atmospheric Administration to such other 1 Federal agency. 2 (e) INTERNATIONAL ENGAGEMENT.—The Adminis- 3 trator, in consultation with the Secretary of State, may 4 work with international counterparts to provide and receive 5 technical assistance, data sharing, and capacity building 6 on matters pertaining to coastal flooding and coastal land 7 loss, sea level rise, and inundation, including participation 8 in relevant international bodies. 9 (f) REPORT.—The Administrator shall, not later than 10 1 year after the date of enactment of this Act and every 11 3 years thereafter, provide the Committee on Natural Re- 12 sources of the House of Representatives and the Committee 13 on Commerce, Science, and Transportation of the Senate 14 with a report on actions taken to implement this Act and 15 containing an evaluation of the need to expand and im- 16 prove agency observations, modeling, predictions, products, 17 and services to— 18 (1) improve the understanding of the processes 19 that drive coastal flood and coastal land loss risk, in- 20 cluding sea level rise, storm events, changing Great 21 Lakes water levels, and land subsidence; and 22 (2) track and report how observed rates of sea 23 level rise compare to the sea level rise trends and pre- 24 VerDate Sep 11 2014 00:08 Nov 17, 2022 Jkt 039200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6203 E:\BILLS\H3228.RH H3228 pbinns on DSKJLVW7X2PROD with $$_JOB 6 •HR 3228 RH dictions published within the quadrennial National 1 Climate Assessments and related reports. 2 (g) ADMINISTRATOR.—In this section, the term ‘‘Ad- 3 ministrator’’ means the Secretary of Commerce, acting 4 through the Administrator of the National Oceanic and At- 5 mospheric Administration. 6 (h) AUTHORIZATION OF APPROPRIATIONS.—To carry 7 out this Section, there are authorized to be appropriated 8 $3,000,000 for each of fiscal years 2022 through 2026. 9 SEC. 2. INTERAGENCY COORDINATION. 10 (a) IN GENERAL.—The Director of the Office of Science 11 and Technology Policy, in consultation with the Adminis- 12 trator, shall— 13 (1) facilitate interagency cooperation and align- 14 ment of Federal Government activities conducted with 15 respect to coastal flooding and coastal land loss, in- 16 cluding sea level rise, to improve the ability of the 17 United States to prepare for, avoid, mitigate, respond 18 to, and recover from potentially devastating impacts; 19 and 20 (2) coordinate the activities of the interagency 21 subcommittee established under subsection (b). 22 (b) COASTAL FLOODING, COASTAL LAND LOSS, AND 23 SEA LEVEL RISE SUBCOMMITTEE.— 24 VerDate Sep 11 2014 00:08 Nov 17, 2022 Jkt 039200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6203 E:\BILLS\H3228.RH H3228 pbinns on DSKJLVW7X2PROD with $$_JOB 7 •HR 3228 RH (1) IN GENERAL.—Not later than 90 days after 1 the date of enactment of this Act, the President, act- 2 ing through the appropriate interagency committee or 3 task force, shall establish an interagency subcommittee 4 on coastal flooding, coastal land loss, and sea level 5 rise (referred to in this section as the ‘‘Sub- 6 committee’’). 7 (2) PURPOSES.—The Subcommittee shall— 8 (A) examine the latest science and tech- 9 nologies for measuring, predicting, and deliv- 10 ering information related to coastal flood and 11 coastal land loss risk, including sea level rise; 12 (B) coordinate executive branch actions and 13 activities that improve measurements, pre- 14 dictions, and service delivery of information re- 15 lated to coastal flood and coastal land loss risk, 16 including sea level rise; 17 (C) identify gaps in observations, data, in- 18 formation, and modeling relating to coastal flood 19 and coastal land loss risk and ensure that agen- 20 cy activities relating to coastal flood and coastal 21 land loss risk are complementary; 4 and 5 (F) define and prioritize needs from other 6 Federal agencies that could be addressed by en- 7 hancements to Federal data and services, includ- 8 ing National Oceanic and Atmospheric Adminis- 9 tration products and services. 10 (3) LEADERSHIP.—The Subcommittee shall be 11 co-chaired by the Director of the Office of Science and 12 Technology Policy and the Administrator. 13 (4) MEMBERSHIP.—The Subcommittee shall be 14 composed of representatives of each of the following 15 agencies: 16 (A) The National Oceanic and Atmospheric 17 Administration. 18 (B) The National Aeronautics and Space 19 Administration. 20 (C) The United States Geological Survey. 21 (D) The United States Army Corps of Engi- 22 neers. 23 (E) The Federal Emergency Management 24 Administration. 25 VerDate Sep 11 2014 00:08 Nov 17, 2022 Jkt 039200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6203 E:\BILLS\H3228.RH H3228 pbinns on DSKJLVW7X2PROD with $$_JOB 9 •HR 3228 RH (F) The Environmental Protection Agency. 1 (G) The Department of Defense. 2 (H) The Department of Energy. 3 (I) The National Science Foundation. 4 (J) Such other White House offices and 5 Federal agencies the Director of the Office of 6 Science and Technology Policy determines ap- 7 propriate. 8 (5) AGREEMENTS.— 9 (A) IN GENERAL.—To carry out activities 10 under this Act, the heads of agencies represented 11 on the committee may enter into agreements 12 with each other, and transfer, receive, and ex- 13 pend funds made available by a Federal or State 14 agency or any person. 15 (B) NATIONAL AERONAUTICS AND SPACE 16 ADMINISTRATION AND NATIONAL OCEANIC AND 17 ATMOSPHERIC ADMINISTRATION.—The Adminis- 18 trator of the National Aeronautics and Space 19 Administration and the Administrator shall 20 enter into an interagency agreement providing 21 for cooperation and collaboration in the develop- 22 ment of sea level rise and coastal flood and coast- 23 al land loss related instruments, technologies, 24 VerDate Sep 11 2014 00:08 Nov 17, 2022 Jkt 039200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6203 E:\BILLS\H3228.RH H3228 pbinns on DSKJLVW7X2PROD with $$_JOB 10 •HR 3228 RH data sets, and products in accordance with this 1 Act. 2 (C) UNITED STATES GEOLOGICAL SURVEY 3 AND NATIONAL OCEANIC AND ATMOSPHERIC AD- 4 MINISTRATION.—The Director of the United 5 States Geological Survey and the Administrator 6 shall enter into an interagency agreement pro- 7 viding for cooperation and collaboration in the 8 development, quality control, processing, and de- 9 livery of coastal hazards and sea level rise re- 10 lated data, modeling, mapping, and services in 11 accordance with this Act. 12 (6) INTERNATIONAL, ACADEMIC COMMUNITY, AND 13 COMMERCIAL SECTOR COLLABORATION.—The heads of 14 each Federal agency participating in the Sub- 15 committee established under paragraph (1) shall, to 16 the extent practicable, engage and cooperate with the 17 international community, academic community, and 18 commercial sector on the observational infrastructure, 19 data, scientific research, and service delivery and 20 technical assistance necessary to advance the moni- 21 toring, forecasting, and prediction of, preparation for, 22 and protection from coastal flooding and coastal land 23 loss, sea level rise, changing Great Lakes water levels, 24 and land subsidence. 25 VerDate Sep 11 2014 00:08 Nov 17, 2022 Jkt 039200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6203 E:\BILLS\H3228.RH H3228 pbinns on DSKJLVW7X2PROD with $$_JOB 11 •HR 3228 RH (c) ADMINISTRATOR.—In this section, the term ‘‘Ad- 1 ministrator’’ means the Secretary of Commerce, acting 2 through the Administrator of the National Oceanic and At- 3 mospheric Administration. 4 VerDate Sep 11 2014 00:08 Nov 17, 2022 Jkt 039200 PO 00000 Frm 00011 Fmt 6652 Sfmt 6203 E:\BILLS\H3228.RH H3228 pbinns on DSKJLVW7X2PROD with $$_JOB Union Calendar No. 413 117TH CONGRESS 2D SESSION H.
