To amend chapter 44 of title 18, United States Code, to enhance penalties
for certain thefts of a firearm from certain Federal firearms licensees,
and to criminalize the theft of a firearm from a gun range that rents
firearms or a shooting club.

A BILL
To amend chapter 44 of title 18, United States Code, to
enhance penalties for certain thefts of a firearm from
certain Federal firearms licensees, and to criminalize the
theft of a firearm from a gun range that rents firearms
or a shooting club.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Federal Firearms Li-
4
censee Protection Act’’.

SEC. 2. AMENDMENTS TO ENHANCE PENALTIES FOR CER-

TAIN THEFTS OF A FIREARM FROM CERTAIN
2
FEDERAL FIREARMS LICENSEES.

Section 924 of title 18, United States Code, is
4
amended—
5
(1) by striking subsection (i) and inserting the
6
following:
7
‘‘(i) A person who knowingly violates section 922(u),
8
or attempts to do so, shall be fined under this title, impris-
9
oned not more than 20 years, or both.’’; and
10
(2) in subsection (m), by inserting ‘‘, or at-
11
tempts to do so,’’ after ‘‘or licensed collector’’.

SEC. 3. PROHIBITION ON THEFT OF FIREARM FROM GUN
13
RANGE THAT RENTS FIREARMS OR SHOOT-
14
ING CLUB.

Section 922(u) of title 18, United States Code, is
16
amended—
17
(1) by inserting ‘‘(1)’’ after ‘‘(u)’’; and
18
(2) by adding after and below the end the fol-
19
lowing:
20
‘‘(2) It shall be unlawful for a person to steal or un-
21
lawfully take or carry away from the premises of a gun
22
range at which a firearm may be rented or of a shooting
23
club, any firearm that has been shipped or transported
24
in interstate or foreign commerce.’’.
