PLAN AND IMPLEMENTATION OF SUCH PLAN 1 TO ESTABLISH TRAVEL CORRIDORS AT LAND- 2 BASED BORDER PORTS OF ENTRY TO FACILI- 3 TATE CROSS-BORDER TRAVEL AT THE 4 NORTHERN BORDER. 5 (a) PLAN.— 6 (1) IN GENERAL.—Not later than 30 days after 7 the date of the enactment of this section, the Sec- 8 retary, in consultation with appropriate interagency 9 partners, shall submit to the appropriate congres- 10 sional committees a plan to establish travel corridors 11 at land-based border ports of entry to facilitate 12 cross-border travel at the northern border. 13 (2) NEGOTIATIONS.—In preparing the plan re- 14 quired under subsection (a), the Secretary, in con- 15 sultation with appropriate interagency partners, 16 shall seek to enter into negotiations with the appro- 17 priate counterparts of the Government of Canada to 18 establish— 19 (A) travel corridors at land-based border 20 ports of entry to facilitate cross-border travel at 21 the northern border based on guidance from the 22 Centers for Disease Control and Prevention and 23 the Public Health Agency of Canada; and 24 (B) requirements relating to the docu- 25 mentation needed for such cross-border travel. 26 VerDate Sep 11 2014 22:27 Jun 14, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3189.IH H3189 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 3189 IH (b) IMPLEMENTATION.—If the Secretary and the 1 Government of Canada enter into an agreement with re- 2 spect to establishing travel corridors pursuant to sub- 3 section (a)(2), not later than 30 days after the date on 4 which such agreement is signed, the Secretary shall imple- 5 ment the plan required under subsection (a)(1). 6 (c) DEFINITIONS.—In this section: 7 (1) APPROPRIATE CONGRESSIONAL COMMIT- 8 TEES.—The term ‘‘appropriate congressional com- 9 mittees’’ means— 10 (A) the Committee on Homeland Security 11 of the House of Representatives; and 12 (B) the Committee on Homeland Security 13 and Governmental Affairs of the Senate. 14 (2) SECRETARY.—The term ‘‘Secretary’’ means 15 the Secretary of Homeland Security. 16 Æ VerDate Sep 11 2014 22:27 Jun 14, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H3189.IH H3189 kjohnson on DSK79L0C42PROD with BILLS
