Mr. OBERNOLTE (for himself and Mr. LUCAS) introduced the following bill;

To provide for fundamental research programs in advanced
scientific computing at the Department of Energy, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Next Generation Com-
4
puting Research and Development Act of 2021’’.
5
SEC. 2. ADVANCED SCIENTIFIC COMPUTING RESEARCH.

(a) IN GENERAL.—Section 304 of the Department of
7
Energy Research and Innovation Act (42 U.S.C. 18642)
8
is amended—

(1) by redesignating subsections (b) and (c) as
1
subsections (c) and (d), respectively; and
2
(2) by inserting after subsection (a) the fol-
3
lowing:

‘‘(b) PROGRAM.—The Director shall carry out a re-
5
search, development, and demonstration program to ad-
6
vance computational and networking capabilities to ana-
7
lyze, model, simulate, and predict complex phenomena rel-
8
evant to the development of new energy technologies and
9
the competitiveness of the United States.’’.

(b) ADDITIONAL PROGRAMS.—Section 304 of the De-
11
partment of Energy Research and Innovation Act (42
12
U.S.C. 18642) is further amended by adding at the end
13
the following:
14
‘‘(e) BEYOND EXASCALE COMPUTING PROGRAM.—
15
‘‘(1) IN GENERAL.—The Secretary shall estab-
16
lish a program to develop and implement a strategy
17
for achieving computing systems with capabilities be-
18
yond exascale computing systems. In establishing
19
this program, the Secretary shall—
20
‘‘(A) maintain foundational research pro-
21
grams in mathematical, computational, and
22
computer sciences focused on new and emerging
23
computing needs within the mission of the De-
24
partment, including but not limited to post-

Moore’s law computing architectures, novel ap-
1
proaches to modeling and simulation, artificial
2
intelligence and scientific machine learning,
3
quantum computing, and extreme heterogeneity;
4
and
5
‘‘(B) retain best practices and maintain
6
support for essential hardware and software ele-
7
ments of the Exascale Computing Project that
8
are necessary for sustaining the vitality of a
9
long-term exascale ecosystem.

‘‘(2) REPORT.—Not later than one year after
11
the date of the enactment of the Next Generation
12
Computing Research and Development Act of 2021,
13
the Secretary shall submit to the Committee on
14
Science, Space, and Technology of the House of
15
Representatives, and the Committee on Energy and
16
Natural Resources of the Senate, a report on the de-
17
velopment and implementation of the strategy out-
18
lined in paragraph (1).

‘‘(f) ENERGY EFFICIENT COMPUTING PROGRAM.—
20
‘‘(1) IN GENERAL.—The Secretary shall sup-
21
port a program of fundamental research, develop-
22
ment, and demonstration of energy efficient com-
23
puting technologies relevant to advanced computing

applications in high performance computing, artifi-
1
cial intelligence, and scientific machine learning.

‘‘(2) EXECUTION.—
3
‘‘(A) PROGRAM.—In carrying out the pro-
4
gram, the Secretary shall—
5
‘‘(i) establish a partnership for Na-
6
tional Laboratories, industry partners, and
7
institutions of higher education for co-
8
design of energy efficient hardware, tech-
9
nology, software, and applications across
10
all applicable program offices of the De-
11
partment;
12
‘‘(ii) develop hardware and software
13
technologies that decrease the energy needs
14
of advanced computing practices;
15
‘‘(iii) consider multiple heterogeneous
16
computing architectures, including neuro-
17
morphic computing, persistent computing,
18
and ultrafast networking; and
19
‘‘(iv) provide, as appropriate, on a
20
competitive, merit-reviewed basis, access
21
for researchers from institutions of higher
22
education, National Laboratories, industry,
23
and other Federal agencies to the energy

efficient computing technologies developed

pursuant to clause (i).

‘‘(B) SELECTION
OF
PARTNERS.—In se-
3
lecting participants for the partnership estab-
4
lished under subparagraph (A)(i), the Secretary
5
shall select participants through a competitive,
6
merit-review process.
7
‘‘(3) REPORT.—Not later than one year after
8
the date of the enactment of the Next Generation
9
Computing Research and Development Act of 2021,
10
the Secretary shall submit to the Committee on
11
Science, Space, and Technology of the House of
12
Representatives, and the Committee on Energy and
13
Natural Resources of the Senate, a report on—
14
‘‘(A) the activities conducted under para-
15
graph (2)(A); and
16
‘‘(B) the coordination and management of
17
the Program to ensure an integrated research
18
program across the Department.
19
‘‘(g) ENERGY SCIENCES NETWORK.—
20
‘‘(1) IN GENERAL.—The Secretary shall provide
21
for an upgrade to the Energy Sciences Network user
22
facility in order to meet Federal research needs for
23
highly reliable data transport capabilities optimized
24
for the requirements of large-scale science.

‘‘(2) CAPABILITIES.—In carrying out paragraph
1
(1), the Secretary shall ensure the following capabili-
2
ties:
3
‘‘(A) To provide high bandwidth scientific
4
networking across the continental United States
5
and the Atlantic Ocean.
6
‘‘(B) To maximize network reliability.
7
‘‘(C) To protect the network and data from
8
cyber-attacks.
9
‘‘(D) To support exponentially increasing
10
levels of data from the Department’s scientific
11
user facilities, experiments, and sensors.
12
‘‘(E) To integrate heterogeneous com-
13
puting frameworks and systems.
14
‘‘(h) WORKFORCE DEVELOPMENT.—The Director of
15
the Office of Advanced Scientific Computing Research
16
shall support the development of a computational science
17
workforce through a program that—
18
‘‘(1) facilitates collaboration between university
19
students and researchers at the National Labora-
20
tories; and
21
‘‘(2) endeavors to advance science in areas rel-
22
evant to the mission of the Department through the
23
application of computational science.’’.

(c) COMPUTATIONAL SCIENCE GRADUATE FELLOW-
1
SHIP.—

(1) IN GENERAL.—Section 304 of the Depart-
3
ment of Energy Research and Innovation Act (42
4
U.S.C. 18642) is further amended by adding at the
5
end the following:
6
‘‘(i) COMPUTATIONAL SCIENCE GRADUATE FELLOW-
7
SHIP.—
8
‘‘(1) IN GENERAL.—The Secretary shall sup-
9
port the Computational Science Graduate Fellowship
10
program in order to facilitate collaboration between
11
graduate students and researchers at the National
12
Laboratories, and contribute to the development of
13
a computational workforce to help advance research
14
in areas relevant to the mission of the Department.
15
‘‘(2) ELIGIBILITY.—Recipients of fellowships
16
under the Computational Science Graduate Fellow-
17
ship program described in paragraph (1) shall be se-
18
lected from among citizens, nationals, and lawfully
19
admitted permanent resident aliens of the United
20
States.’’.
21
(2) FUNDING.—From the funds authorized to
22
be appropriated for the Advanced Scientific Com-
23
puting Research program of the Department’s Office
24
of Science, the Secretary shall make available for

carrying out the activities under section 304(i) of
1
the Department of Energy Research and Innovation
2
Act (42 U.S.C. 18642(i))—
3
(A) $21,000,000 for fiscal year 2022;
4
(B) $22,050,000 for fiscal year 2023;
5
(C) $23,152,500 for fiscal year 2024; and
6
(D) 24,310,125 for fiscal year 2025.

(d) APPLIED MATHEMATICS AND SOFTWARE DEVEL-
8
OPMENT.—Section 304(d) of the Department of Energy
9
Research and Innovation Act (42 U.S.C. 18642(d)), as re-
10
designated by subsection (a)(1), is amended to read as fol-
11
lows:
12
‘‘(d) APPLIED MATHEMATICS AND SOFTWARE DE-
13
VELOPMENT FOR HIGH-END COMPUTING SYSTEMS, COM-
14
PUTATIONAL, AND COMPUTER SCIENCES RESEARCH.—
15
‘‘(1) IN GENERAL.—The Director shall carry
16
out activities to develop, test, and support—
17
‘‘(A) mathematics, models, statistics, and
18
algorithms for modeling complex systems on ad-
19
vanced computing architectures; and
20
‘‘(B) tools, languages, programming envi-
21
ronments, and operations for high-end com-
22
puting systems (as defined in section 2 of the
23
American Super Computing Leadership Act (15
24
U.S.C. 5541)).

‘‘(2) PORTFOLIO BALANCE.—The Director shall
1
maintain a balanced portfolio within the advanced
2
scientific computing research and development pro-
3
gram established under section 976 of the Energy
4
Policy Act of 2005 (42 U.S.C. 16316) that supports
5
robust investment in—
6
‘‘(A) applied mathematical, computational,
7
and computer sciences research needs relevant
8
to the mission of the Department, including ac-
9
tivities related to data science, artificial intel-
10
ligence, scientific machine learning, quantum
11
information science, and other emerging areas;
12
and
13
‘‘(B) associated high-performance com-
14
puting hardware and facilities.’’.
