Mr. LAMALFA, Mr. FALLON, and Mr. CLYDE) introduced the following
bill; which was referred to the Committee on Oversight and Reform
A BILL
To codify the policy of Executive Order 13950 (relating
to combating race and sex stereotyping), and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Contents of Our Char-
4
acter Act of 2021’’.
5
SEC. 2. FEDERAL FUNDING LIMITATION.
6
(a) IN GENERAL.—No Federal funds may be used
7
by any Federal official or agency to adopt, fund, require,
8
or promote any policy, activity or entity that promotes em-

ployee training or educational programs or activities that
1
promote race or sex stereotyping or scapegoating.

(b) RACE OR SEX STEREOTYPING OR SCAPEGOATING
3
DEFINED.—For the purposes of this Act, the term ‘‘race
4
or sex stereotyping or scapegoating’’ consists of the fol-
5
lowing list of prohibited divisive concepts:
6
(1) One race or sex is inherently superior to an-
7
other race or sex.
8
(2) The United States is fundamentally racist
9
or sexist.
10
(3) An individual, by virtue of his or her race
11
or sex, is inherently racist, sexist, or oppressive,
12
whether consciously or unconsciously.
13
(4) An individual should be discriminated
14
against or receive adverse treatment solely or partly
15
because of his or her race or sex.
16
(5) Members of one race or sex cannot and
17
should not attempt to treat others without respect to
18
race or sex.
19
(6) An individual’s moral character is nec-
20
essarily determined by his or her race or sex.
21
(7) An individual, by virtue of his or her race
22
or sex, bears responsibility for actions committed in
23
the past by other members of the same race or sex.

(8) Any individual should feel discomfort, guilt,

anguish, or any other form of psychological distress
2
on account of his or her race or sex.

(9) Meritocracy or traits such as a hard work
4
ethic are racist or sexist, or were created by a par-
5
ticular race to oppress another.
