A BILL
To direct the Secretary of Transportation to develop an
educational program and related resources, to carry out
annual education campaigns to inform the public about
certain health and safety risks relating to motor vehicles,
and for other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Safe Driving Vehicles
4
Act’’.

SEC. 2. CONSUMER EDUCATION PROGRAM AND CAM-

PAIGNS.

(a) PROGRAM AND RELATED RESOURCES.—
3
(1) IN GENERAL.—Not later than 1 year after
4
the date of the enactment of this Act, the Secretary
5
of Transportation shall develop an educational pro-
6
gram and related resources to inform the public
7
about the health and safety risks relating to the fol-
8
lowing:
9
(A) Children or pets left unattended in
10
motor vehicles or that independently access un-
11
occupied motor vehicles on their own.
12
(B) Carbon monoxide poisoning from key-
13
less ignition systems.
14
(C) Driving while under the influence of al-
15
cohol or drugs, including marijuana and
16
opioids.
17
(D) Driving while distracted.
18
(E) Driving while tired or drowsy.

PUBLIC
AVAILABILITY.—The
Secretary
20
shall ensure that the educational program and re-
21
lated resources developed under paragraph (1) are
22
available to and readily accessible by the public on
23
the website of the National Highway Traffic Safety
24
Administration.

(b) ANNUAL EDUCATION CAMPAIGNS.—Beginning
1
with the 1-year period that begins on the date that is 6
2
months after the date on which the Secretary completes
3
the development of the educational program and related
4
resources under subsection (a)(1), the Secretary shall
5
carry out an annual education campaign to inform the
6
public about the health and safety risks described in such
7
subsection.

(c) CONSULTATION.—In developing the educational
9
program and related resources under subsection (a)(1)
10
and carrying out annual education campaigns under sub-
11
section (b), the Secretary shall consult with motor vehicle
12
industry representatives (including manufacturers and
13
dealers), States, other relevant stakeholders, and motor
14
vehicle safety organizations.

(d) ADVERTISING AND OUTREACH.—In carrying out
16
annual education campaigns under subsection (b), the
17
Secretary may develop, produce, and implement an adver-
18
tising campaign through appropriate mediums.
19
(e) DEFINITIONS.—In this section, the terms ‘‘deal-
20
er’’, ‘‘manufacturer’’, and ‘‘motor vehicle’’ have the mean-
21
ings given such terms in section 30102 of title 49, United
22
States Code.
