Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Save Our Girls from 4 Sex Trafficking Act of 2021’’. 5 SEC. 2. INTERAGENCY TASK FORCE ON DOMESTIC CHILD 6 HUMAN TRAFFICKING. 7 (a) IN GENERAL.—The Attorney General shall estab- 8 lish an interagency task force on domestic child human 9 trafficking (as such term is defined in section 203(k)(3) 10 VerDate Sep 11 2014 03:16 Jun 10, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H3073.IH H3073 kjohnson on DSK79L0C42PROD with BILLS 2 •HR 3073 IH of the Trafficking Victims Protection Reauthorization Act 1 of 2005 (34 U.S.C. 20703(k)(3))) with the Secretaries of 2 Health and Human Services, Treasury, Labor, Education, 3 Housing and Urban Development, and Homeland Secu- 4 rity. 5 (b) RESPONSIBILITIES.—The task force established 6 under subsection (a) shall— 7 (1) collaborate with industry experts to de- 8 crease child human trafficking, including through 9 demand reduction, prevention, and awareness edu- 10 cation; and 11 (2) coordinate holistic, victim-centered services 12 and victim-centered law enforcement response, in- 13 cluding through education, law enforcement identi- 14 fication of survivors and connection to service pro- 15 viders, screening arrested youth to determine wheth- 16 er they are victims of child sex trafficking, diversion 17 of victims of child human trafficking to non-judicial 18 rehabilitation services. 19 SEC. 3. STUDY ON CHILD HUMAN TRAFFICKING. 20 (a) IN GENERAL.—The Attorney General and the 21 Secretary of Health and Human Services shall conduct a 22 study on the child human trafficking, which shall in- 23 clude— 24 (1) how and why children enter the sex trade; 25 VerDate Sep 11 2014 03:16 Jun 10, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3073.IH H3073 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 3073 IH (2) profiling sex traffickers, minors vulnerable 1 to being trafficked, and those who purchase sex from 2 children; 3 (3) the physical and psychological effects of 4 child human trafficking on survivors; and 5 (4) the impact of large events on the child 6 human trafficking market. 7 (b) REPORT.—Not later than 3 years after the date 8 of the enactment of this Act, the Attorney General and 9 the Secretary of Health and Human Services shall submit 10 a report that contains the results of the study conducted 11 under subsection (a) to Congress. 12 SEC. 4. SCHOOL GRANT PROGRAM. 13 (a) AUTHORIZATION.—The Secretary of Education is 14 authorized to make grants to local educational agencies 15 to educate children about child human trafficking. 16 (b) APPLICATION.—A local educational agency seek- 17 ing a grant under this section shall submit to the Sec- 18 retary an application at such time, in such manner, and 19 containing such information as the Secretary may reason- 20 ably require. 21 (c) COLLABORATION.—Recipients of grants under 22 this section shall collaborate with organizations that have 23 an expertise in a victim-centered approach in identifying 24 and responding to child human trafficking. 25 VerDate Sep 11 2014 03:16 Jun 10, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3073.IH H3073 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 3073 IH SEC. 5. FOSTER CARE GRANT PROGRAM. 1 (a) AUTHORIZATION.—The Secretary of Health and 2 Human Services is authorized to make grants to agencies 3 that have custody of, or provide services to, foster children 4 to educate children about child human trafficking. 5 (b) APPLICATION.—An agency seeking a grant under 6 this section shall submit to the Secretary an application 7 at such time, in such manner, and containing such infor- 8 mation as the Secretary may reasonably require. 9 (c) COLLABORATION.—Recipients of grants under 10 this section shall collaborate with organizations that have 11 an expertise in a victim-centered approach in identifying 12 and responding to child human trafficking. 13 SEC. 6. LAW ENFORCEMENT GRANT PROGRAM. 14 (a) AUTHORIZATION.—The Attorney General is au- 15 thorized to make grants to States, units of local govern- 16 ment, and Tribal governments to— 17 (1) train law enforcement officers and prosecu- 18 tors on how to identify victims of child human traf- 19 ficking; 20 (2) create pre-trial diversion programs for vic- 21 tims of child human trafficking; and 22 (3) provide protection for victims of child 23 human trafficking who testify against their exploit- 24 ers. 25 VerDate Sep 11 2014 03:16 Jun 10, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H3073.IH H3073 kjohnson on DSK79L0C42PROD with BILLS 5 •HR 3073 IH (b) APPLICATION.—The chief executive of a State or 1 unit of local government seeking a grant under this section 2 shall submit to the Attorney General an application at 3 such time, in such manner, and containing such informa- 4 tion as the Attorney General may reasonably require. 5 (c) ADDITIONAL AMOUNT AUTHORIZED.—The Attor- 6 ney General may increase the amount by up to 20 percent 7 that a grant recipient would otherwise receive under this 8 section in the case of a recipient that— 9 (1) will collaborate with a victim-centered multi- 10 disciplinary team organization with expertise in re- 11 sponding to child human trafficking; 12 (2) have a pre-trial diversion program or a pro- 13 gram that identifies sex trafficked minors for oper- 14 ations purposes; or 15 (3) have in place a policy not to prosecute or 16 otherwise punish victims of child human trafficking. 17 SEC. 7. JOB TRAINING GRANT PROGRAM. 18 (a) AUTHORIZATION.—The Secretary of Labor is au- 19 thorized to make grants to nonprofit organizations to pro- 20 vide job skills training and assistance in finding job oppor- 21 tunities for survivors of child human trafficking and chil- 22 dren at risk of being trafficked. 23 (b) APPLICATION.—A nonprofit organization seeking 24 a grant under this section shall submit to the Secretary 25 VerDate Sep 11 2014 03:16 Jun 10, 2021 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H3073.IH H3073 kjohnson on DSK79L0C42PROD with BILLS 6 •HR 3073 IH an application at such time, in such manner, and con- 1 taining such information as the Secretary may reasonably 2 require. 3 SEC. 8.
