A BILL
To amend the Reclamation Wastewater and Groundwater
Study and Facilities Act to authorize certain recycled
water projects, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Western Water Recy-
4
cling and Drought Relief Act of 2021’’.
5
SEC. 2. PROJECT AUTHORIZATIONS.
6
(a) IN GENERAL.—The Reclamation Wastewater and
7
Groundwater Study and Facilities Act (43 U.S.C. 390h
8
et seq.) (as amended by section 512 (a) of the Consoli-

‘‘SEC. 16lll. BENICIA WATER REUSE PROJECT.

‘‘(a) AUTHORIZATION.—The Secretary, in coopera-
4
tion with the City of Benicia, California, is authorized to
5
participate in the design, planning, and construction of re-
6
cycled water system facilities.
7
‘‘(b) COST SHARE.—The Federal share of the cost
8
of the project authorized by this section shall not exceed
9
25 percent of the total cost of the project.
10
‘‘(c) LIMITATION.—The Secretary shall not provide
11
funds for the operation and maintenance of the project
12
authorized by this section.
13
‘‘(d) AUTHORIZATION OF APPROPRIATIONS.—There
14
is authorized to be appropriated to carry out this section
15
$7,150,000.

‘‘SEC. 16lll. CENTRAL REDWOOD CITY RECYCLED WATER
17
PROJECT.
18
‘‘(a) AUTHORIZATION.—The Secretary, in coopera-
19
tion with the City of Redwood City, California, is author-
20
ized to participate in the design, planning, and construc-
21
tion of recycled water system facilities.
22
‘‘(b) COST SHARE.—The Federal share of the cost
23
of the project authorized by this section shall not exceed
24
25 percent of the total cost of the project.

$7,500,000.

‘‘SEC. 16lll. FLOW EQUALIZATION AND RESOURCE RE-
7
COVERY FACILITY LEVEE IMPROVEMENTS
8
AND BAYFRONT RECYCLED WATER FACILITY.

‘‘(a) AUTHORIZATION.—The Secretary, in coopera-
10
tion with the West Bay Sanitary District, California, is
11
authorized to participate in the design, planning, and con-
12
struction of recycled water system facilities.
13
‘‘(b) COST SHARE.—The Federal share of the cost
14
of the project authorized by this section shall not exceed
15
25 percent of the total cost of the project.
16
‘‘(c) LIMITATION.—The Secretary shall not provide
17
funds for the operation and maintenance of the project
18
authorized by this section.
19
‘‘(d) AUTHORIZATION OF APPROPRIATIONS.—There
20
is authorized to be appropriated to carry out this section
21
$15,000,000.

PHASE II.

‘‘(a) AUTHORIZATION.—The Secretary, in coopera-

tion with the City of Hayward, California, is authorized
4
to participate in the design, planning, and construction of
5
recycled water system facilities.

‘‘(b) COST SHARE.—The Federal share of the cost
7
of the project authorized by this section shall not exceed
8
25 percent of the total cost of the project.
9
‘‘(c) LIMITATION.—The Secretary shall not provide
10
funds for the operation and maintenance of the project
11
authorized by this section.

‘‘(d) AUTHORIZATION OF APPROPRIATIONS.—There
13
is authorized to be appropriated to carry out this section
14
$2,500,000.

‘‘SEC. 16lll. IRONHOUSE SANITARY DISTRICT RECYCLED
16
WATER PROJECT.
17
‘‘(a) AUTHORIZATION.—The Secretary, in coopera-
18
tion with the Ironhouse Sanitary District, California, is
19
authorized to participate in the design, planning, and con-
20
struction of recycled water distribution systems.
21
‘‘(b) COST SHARE.—The Federal share of the cost
22
of the project authorized by this section shall not exceed
23
25 percent of the total cost of the project.

‘‘SEC. 16lll. PURE WATER MONTEREY A GROUNDWATER

REPLENISHMENT PROJECT.

‘‘(a) AUTHORIZATION.—The Secretary, in coopera-

tion with the Monterey One Water, California, is author-
7
ized to participate in the design, planning, and construc-
8
tion of recycled water system facilities.
9
‘‘(b) COST SHARE.—The Federal share of the cost
10
of the project authorized by this section shall not exceed
11
25 percent of the total cost of the project.
12
‘‘(c) LIMITATION.—The Secretary shall not provide
13
funds for the operation and maintenance of the project
14
authorized by this section.
15
‘‘(d) AUTHORIZATION OF APPROPRIATIONS.—There
16
is authorized to be appropriated to carry out this section
17
$5,000,000.

‘‘SEC. 16lll. SOUTH SANTA CLARA COUNTY RECYCLED
19
WATER PROJECT.
20
‘‘(a) AUTHORIZATION.—The Secretary, in coopera-
21
tion with the Santa Clara Valley Water District, Cali-
22
fornia, is authorized to participate in the design, planning,
23
and construction of recycled water system facilities.

is authorized to be appropriated to carry out this section

$10,995,250.’’.

(b) PROJECT IMPLEMENTATION.—In carrying out
10
sections 1642 through 1648 of the Reclamation Waste-
11
water and Groundwater Study and Facilities Act, and the
12
sections added to such Act by subsection (a), the Secretary
13
shall enter into individual agreements with the Western
14
Recycled Water Coalition participating agencies to fund
15
the projects, and shall include in such agreements a provi-
16
sion for the reimbursement of design, planning and con-
17
struction costs, including those costs incurred prior to the
18
enactment of this Act, subject to appropriations made
19
available for the Federal share of the project under sec-
20
tions 1642 through 1648 of the Reclamation Wastewater
21
and Groundwater Study and Facilities Act and the sec-
22
tions added to such Act by subsection (a).
23
(c) CLERICAL AMENDMENTS.—The table of contents
24
of the Reclamation Projects Authorization and Adjust-
