PROHIBITION OF OIL AND GAS LEASING IN CER- 1 TAIN AREAS OF THE OUTER CONTINENTAL 2 SHELF. 3 Section 8 of the Outer Continental Shelf Lands Act 4 (43 U.S.C. 1337) is amended by adding at the end the 5 following: 6 ‘‘(q) PROHIBITION OF OIL AND GAS LEASING IN 7 CERTAIN AREAS OF THE OUTER CONTINENTAL SHELF.— 8 Notwithstanding any other provision of this section or any 9 other law, the Secretary of the Interior may not issue a 10 lease for the exploration, development, or production of 11 oil or natural gas in the Washington/Oregon planning 12 area, the Northern California planning area, or the Cen- 13 tral California planning area (as such planning areas are 14 described in the document entitled ‘2019–2024 National 15 OCS Oil and Gas Leasing Draft Proposed Program’, 16 dated January 2018, or a subsequent oil and gas leasing 17 program developed under section 18 of the Outer Conti- 18 nental Shelf Lands Act (43 U.S.C. 1344)).’’. 19 Æ VerDate Sep 11 2014 00:58 Jun 10, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6301 E:\BILLS\H3048.IH H3048 kjohnson on DSK79L0C42PROD with BILLS
