Mr. LYNCH introduced the following bill; which was referred to the Committee
on Foreign Affairs, and in addition to the Committee on Armed Services,
for a period to be subsequently determined by the Speaker, in each case
for consideration of such provisions as fall within the jurisdiction of the
committee concerned

To reestablish the Commission on Wartime Contracting, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Wartime Contracting
4
Commission Reauthorization Act of 2021’’.
5
SEC. 2. REESTABLISHMENT OF COMMISSION ON WARTIME
6
CONTRACTING.

(a) IN GENERAL.—There is hereby reestablished in
8
the legislative branch under section 841 of the National

Defense Authorization Act for Fiscal Year 2008 (Public

(b) AMENDMENT TO DUTIES.—Section 841(c)(1) of
4
the National Defense Authorization Act for Fiscal Year
5
2008 (Public Law 110–181; 122 Stat. 231) is amended
6
to read as follows:
7
‘‘(1) GENERAL DUTIES.—The Commission shall
8
study the following matters:
9
‘‘(A) Federal agency contracting funded by
10
overseas contingency operations funds.
11
‘‘(B) Federal agency contracting for the
12
logistical support of coalition forces operating
13
under the authority of the 2001 or 2002 Au-
14
thorization for the Use of Military Force.
15
‘‘(C) Federal agency contracting for the
16
performance of security functions in countries
17
where coalition forces operate under the author-
18
ity of the 2001 or 2002 Authorization for the
19
Use of Military Force’’.

(c) CONFORMING AMENDMENTS.—Section 841 of the
21
National Defense Authorization Act for Fiscal Year 2008
22
(Public Law 110–181; 122 Stat. 230) is amended—
23
(1) in subsection (b)—
