A BILL
To amend the War Powers Resolution to require an annual
report and assessment with respect to each specific statu-
tory authorization of the use of military force, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββPreventing Endless
4
Armed Conflict and Engagement Actββ.

SEC. 2. ANNUAL REPORT AND ASSESSMENT WITH RESPECT

TO EACH SPECIFIC STATUTORY AUTHORIZA-
2
TION OF THE USE OF MILITARY FORCE.

Section 4 of the War Powers Resolution (50 U.S.C.
4
1543) is amended by adding at the end the following:
5
ββ(d) A specific statutory authorization for the use of
6
military force under this section shall terminate not later
7
than two years after the date of the enactment of such
8
authorization, unless reauthorized pursuant to this Reso-
9
lution.
10
ββ(e) A specific statutory authorization reauthorized
11
pursuant to subsection (d) shall terminate not later than
12
two years after the date of such reauthorization.
13
ββ(f) A specific statutory authorization shall specifyβ
14
ββ(1) each nation, organization, or force engaged
15
in active hostilities against the United States;
16
ββ(2) each country in which military force is au-
17
thorized; and
18
ββ(3) the objective for such authorization.

ββ(g) Not later than 1 year after the date of the enact-
20
ment of any specific statutory authorization of the use of
21
military force under this Resolution, and annually there-
22
after, the Secretary of Defense, in consultation with the
23
Secretary of State, shall submit to Congress an unclassi-
24
fied report that includesβ

ββ(1) a list of each such specific statutory au-
1
thorization for the use of military force; and
2
ββ(2) information relating toβ
3
ββ(A) the goal of each such authorization;
4
ββ(B) the number of United States military
5
personnel deployed pursuant to each such au-
6
thorization;
7
ββ(C) hostile engagements with respect to
8
United States military personnel;
9
ββ(D) the number of civilian and combatant
10
casualties;
11
ββ(E) the support received from allied coun-
12
tries and forces;
13
ββ(F) the financial costs associated with
14
each such authorization; and
15
ββ(G) a description with respect to the sta-
16
tus of operations conducted pursuant to each
17
such authorization and the expected scope and
18
duration of such operations.

ββ(h) Not less than once during each 180-day period
20
after the date of the enactment of any specific statutory
21
authorization of military force under this Resolution, the
22
Secretary of Defense, in consultation with the Secretary
23
of State, shall provide a briefing to Congress with respect
