A BILL
To amend title 18, United States Code, to prohibit a Federal
firearms licensee from selling or delivering certain semi-
automatic centerfire rifles to a person under 21 years
of age, with exceptions for active duty military personnel
and full-time law enforcement officers, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Raise the Age Act’’.

SEC. 2. PROHIBITION ON FEDERAL FIREARMS LICENSEE

SON UNDER 21 YEARS OF AGE, WITH EXCEP-

TIONS.

(a) IN GENERAL.—Section 922(b)(1) of title 18,
6
United States Code, is amended to read as follows:
7
‘‘(1)(A) any firearm or ammunition to any indi-
8
vidual who the licensee knows or has reasonable
9
cause to believe has not attained 18 years of age;
10
‘‘(B) any semiautomatic centerfire rifle that
11
has, or has the capacity to accept, an ammunition
12
feeding device with a capacity exceeding 5 rounds, to
13
any individual who the licensee knows or has reason-
14
able cause to believe has not attained 21 years of
15
age and is not a qualified individual; or
16
‘‘(C) if the firearm or ammunition is not a
17
semiautomatic centerfire rifle described in subpara-
18
graph (B) and is other than a shotgun or rifle, or
19
ammunition for a shotgun or rifle, to any individual
20
who the licensee knows or has reasonable cause to
21
believe has not attained 21 years of age;’’.

(b) CONFORMING AMENDMENT.—Section 922(c)(1)
23
of such title is amended by striking ‘‘in the case of any
24
firearm’’ and all that follows through ‘‘eighteen years or
25
more of age’’ and inserting ‘‘in the case of a semiauto-

matic centerfire rifle that has, or has the capacity to ac-

cept, an ammunition feeding device with a capacity exceed-
2
ing 5 rounds, I am at least 21 years of age or a qualified
3
individual (as defined in section 921(a)(30) of title 18,
4
United States Code), in the case of a firearm other than
5
a semiautomatic centerfire rifle that has, or has the capac-
6
ity to accept, an ammunition feeding device with a capac-
7
ity exceeding 5 rounds, a shotgun or a rifle, I am at least
8
21 years of age, or that, in the case of a shotgun or a
9
rifle, I am at least 18 years of age’’.

(c) QUALIFIED
INDIVIDUAL
DEFINED.—Section

921(a) of such title is amended by inserting after para-
12
graph (29) the following:
13
‘‘(30) The term ‘qualified individual’ means—
14
‘‘(A) a member of the Armed Forces on active
15
duty; and
16
‘‘(B) a full-time employee of the United States,
17
a State, or a political subdivision of a State who in
18
the course of his or her official duties is authorized
19
to carry a firearm.
20
‘‘(31) The term ‘ammunition feeding device’ means
21
a magazine, belt, drum, feed strip, or similar device, but
22
does not include an attached tubular device which is only
23
capable of operating with .22 caliber rimfire ammuni-
24
tion.’’.

SEC. 3. OPERATION OF THE FEDERAL BUREAU OF INVES-

TIGATION’S PUBLIC ACCESS LINE.
2
(a) REPORT.—Not later than 90 days after the date
3
of the enactment of this Act, the Director of the Federal
4
Bureau of Investigation (in this section referred to as the
5
‘‘FBI’’) shall submit to the Committee on the Judiciary
6
of the Senate and the Committee on the Judiciary of the
7
House of Representatives a report regarding operation of
8
the FBI’s public access line.
9
(b) MATTERS INCLUDED.—The report required by
10
subsection (a) shall, at a minimum, include the following:
11
(1) A description of the protocols and proce-
12
dures in effect with respect to information-sharing
13
between the public access line and the field offices
14
of the FBI.
15
(2) Recommendations for improving the proto-
16
cols and procedures to improve the information-shar-
17
ing.
