Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 1 (a) FINDINGS RELATING TO PEDIATRIC CANCER.— 2 Congress finds that pediatric cancer— 3 (1) kills over 100,000 children annually world- 4 wide; 5 (2) reduces a child’s life expectancy by 69 years 6 once diagnosed; 7 (3) increases the likelihood of a secondary can- 8 cer; 9 (4) is the leading cause of death by disease in 10 children; 11 (5) affects over 300,000 children annually 12 worldwide; and 13 (6) gives life-long adverse side effects to the pa- 14 tient. 15 (b) FINDINGS RELATING TO PEDIATRIC CANCER RE- 16 SEARCH.—Congress finds that pediatric cancer research— 17 (1) increases new treatments for safety and ef- 18 fectiveness; 19 (2) increases the likelihood of identifying a sec- 20 ondary cancer after treatment; 21 (3) increases survival rates for children; 22 (4) increases the identity factors that may be 23 associated with reducing risk; 24 (5) enhances our understanding of the funda- 25 mental mechanisms of cancer; 26 VerDate Sep 11 2014 05:07 Jun 22, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3032.IH H3032 pbinns on DSKJLVW7X2PROD with BILLS 3 •HR 3032 IH (6) increases survivorship research to reduce 1 the long-term adverse effects of cancer and its treat- 2 ment; and 3 (7) increases the ability to identify the likely 4 causes of pediatric cancer. 5 SEC. 3. TERMINATION OF TAXPAYER FINANCING OF PRESI- 6 DENTIAL ELECTION CAMPAIGNS. 7 (a) TERMINATION OF DESIGNATION OF INCOME TAX 8 PAYMENTS.—Section 6096 of the Internal Revenue Code 9 of 1986 is amended by adding at the end the following 10 new subsection: 11 ‘‘(d) TERMINATION.—This section shall not apply to 12 taxable years beginning after December 31, 2020.’’. 13 (b) TERMINATION OF FUND AND ACCOUNT.— 14 (1) TERMINATION OF PRESIDENTIAL ELECTION 15 CAMPAIGN FUND.— 16 (A) IN GENERAL.—Chapter 95 of subtitle 17 H of such Code is amended by adding at the 18 end the following new section: 19 ‘‘SEC. 9014. TERMINATION. 20 ‘‘The provisions of this chapter shall not apply with 21 respect to any presidential election (or any presidential 22 nominating convention) after the date of the enactment 23 of this section, or to any candidate in such an election.’’. 24 VerDate Sep 11 2014 05:07 Jun 22, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3032.IH H3032 pbinns on DSKJLVW7X2PROD with BILLS 4 •HR 3032 IH (B) TRANSFER OF REMAINING FUNDS.— 1 Section 9006 of such Code is amended by add- 2 ing at the end the following new subsection: 3 ‘‘(d) TRANSFER OF FUNDS REMAINING AFTER TER- 4 MINATION.—The Secretary shall transfer the amounts in 5 the fund as of the date of the enactment of this subsection 6 to the 10-Year Pediatric Research Initiative Fund de- 7 scribed in section 9008(i)(2), to be available as described 8 in such section and to remain so available until ex- 9 pended.’’. 10 (2) TERMINATION OF ACCOUNT.—Chapter 96 11 of subtitle H of such Code is amended by adding at 12 the end the following new section: 13 ‘‘SEC. 9043. TERMINATION. 14 ‘‘The provisions of this chapter shall not apply to any 15 candidate with respect to any presidential election after 16 the date of the enactment of this section.’’. 17 (c) CLERICAL AMENDMENTS.— 18 (1) The table of sections for chapter 95 of sub- 19 title H of such Code is amended by adding at the 20 end the following new item: 21 ‘‘Sec. 9014. Termination.’’. (2) The table of sections for chapter 96 of sub- 22 title H of such Code is amended by adding at the 23 end the following new item: 24 ‘‘Sec. 9043. Termination.’’.
