A BILL
To amend the Small Business Act to require the Adminis-
trator of the Small Business Administration to publish
or update a resource guide for small business concerns
operating as child care providers, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Convening Operations
4
Assistance for Childcare Heroes Act’’ or the ‘‘COACH
5
Act’’.

SEC. 2. CHILD CARE RESOURCE GUIDE.

The Small Business Act (15 U.S.C. 631 et seq.) is
2
amended—
3
(1) by redesignating section 49 as section 50;
4
and
5
(2) by inserting after section 48 the following
6
new section:
7
‘‘SEC. 49. CHILD CARE RESOURCE GUIDE.
8
‘‘(a) IN GENERAL.—Not later than 1 year after the
9
date of the enactment of this section and not less fre-
10
quently than every 5 years thereafter, the Administrator
11
shall publish or update a resource guide, applicable to var-
12
ious business models as determined by the Administrator,
13
for small business concerns operating as child care pro-
14
viders.

‘‘(b) GUIDANCE
ON SMALL BUSINESS CONCERN
16
MATTERS.—The resource guide required under subsection
17
(a) shall include guidance for such small business concerns
18
related to—
19
‘‘(1) operations (including marketing and man-
20
agement planning);
21
‘‘(2) finances (including financial planning, fi-
22
nancing, payroll, and insurance);
23
‘‘(3) compliance with relevant laws (including
24
the Internal Revenue Code of 1986 and this Act);

‘‘(4) training and safety (including equipment
1
and materials);
2
‘‘(5) quality (including eligibility for funding
3
under the Child Care and Development Block Grant
4
Act of 1990 as an eligible child care provider); and
5
‘‘(6) any other matters the Administrator deter-
6
mines appropriate.

‘‘(c) CONSULTATION REQUIRED.—Before publication
8
or update of the resource guide required under subsection
9
(a), the Administrator shall consult with the following:
10
‘‘(1) The Secretary of Health and Human Serv-
11
ices.
12
‘‘(2) Representatives from lead agencies des-
13
ignated under section 658D of the Child Care and
14
Development Block Grant Act of 1990.
15
‘‘(3) Representatives from local or regional
16
child care resource and referral organizations de-
17
scribed in section 658E(c)(3)(B)(iii)(I) of the Child
18
Care and Development Block Grant Act of 1990.
19
‘‘(4) Any other relevant entities as determined
20
by the Administrator.

DISSEMINATION

‘‘(1) PUBLICATION.—The Administrator shall

publish the resource guide required under subsection

(a) in English and in the 10 most commonly spoken
1
languages, other than English, in the United States,
2
which shall include Mandarin, Cantonese, Japanese,
3
and Korean. The Administrator shall make each
4
translation of the resource guide available on a pub-
5
licly accessible website of the Administration.

‘‘(2) DISTRIBUTION.—
7
‘‘(A)
ADMINISTRATOR.—The
Adminis-
8
trator shall distribute the resource guide re-
9
quired under subsection (a) to offices within the
10
Administration, including district offices, and to
11
the persons consulted under subsection (c).
12
‘‘(B) OTHER
ENTITIES.—Women’s busi-
13
ness centers (as described under section 29),
14
small business development centers, chapters of
15
the Service Corps of Retired Executives (estab-
16
lished under section 8(b)(1)(B)), and Veteran
17
Business Outreach Centers (as described under
18
section 32) shall distribute to small business
19
concerns operating as child care providers, sole
20
proprietors operating as child care providers,
21
and child care providers that have limited ad-
22
ministrative capacity, as determined by the Ad-
23
ministrator—
