Mrs. BOEBERT (for herself, Mr. PERRY, Mr. GOSAR, and Mr. GOHMERT) in-
troduced the following bill; which was referred to the Committee on Over-
sight and Reform, and in addition to the Committee on Transportation
and Infrastructure, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall within
the jurisdiction of the committee concerned
A BILL
To repurpose funds provided for COVID relief that have
not been obligated for purposes of infrastructure develop-
ment, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘America’s Infrastruc-
4
ture Modernization Act’’.

SEC. 2. REPURPOSING OF UNOBLIGATED FUNDS FOR IN-

FRASTRUCTURE PROJECTS.

(a) AUTHORIZATION OF FUNDS NOT OTHERWISE
3
OBLIGATED.—Notwithstanding any provision of a covered
4
law, any funds appropriated under such a law that have
5
not been obligated as of the date of enactment of this Act,
6
but not more than $650,000,000,000, shall be allocated
7
to the States in the same manner and proportion as, and
8
for the same purposes as, the surface transportation block
9
grant program under section 133 of title 23, United States
10
Code.

(b) ADDITIONAL USES.—In addition to the projects
12
authorized under section 133 of such title, funding author-
13
ized under subsection (a) may be used, in amounts deter-
14
mined appropriate by the State, for the following addi-
15
tional uses:
16
(1) A port development project under section
17
50302 of title 46, United States Code.
18
(2) A project under the national highway per-
19
formance program under section 119 of title 23,
20
United States Code.
21
(3) An airport improvement project under sub-
22
chapter I of chapter 471 of title 49, United States
23
Code.

(c) DEFINITION OF COVERED LAW.—In this section,
25
the term ‘‘covered law’’ means the following:
