Mrs. BUSTOS (for herself, Mr. PANETTA, and Ms. SCHRIER) introduced the
following bill; which was referred to the Committee on Appropriations,
and in addition to the Committee on the Budget, for a period to be subse-
quently determined by the Speaker, in each case for consideration of such
provisions as fall within the jurisdiction of the committee concerned
A BILL
To prioritize funding for an expanded and sustained national
investment in agriculture research.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘America Grows Act
4
of 2021’’.
5
SEC. 2. FUNDING.
6
(a) IN GENERAL.—There is appropriated, out of any
7
money in the Treasury not otherwise appropriated, to each
8
funding recipient described in subsection (b) for the pro-

grams, projects, and activities of such funding recipient,

the following amounts:
2
(1) For fiscal year 2022, the amount equal to
3
105 percent of the amount of new budget authority
4
made available in appropriation Acts for that fund-
5
ing recipient for fiscal year 2021, increased by the
6
percentage increase (if any), during fiscal year 2021,
7
in the Consumer Price Index for all urban con-
8
sumers published by the Bureau of Labor Statistics.
9
(2) For each of fiscal years 2023 through 2031,
10
the amount equal to 105 percent of the amount ap-
11
propriated to that funding recipient under this sub-
12
section for the previous fiscal year, increased by the
13
percentage increase (if any), during such previous
14
fiscal year, in the Consumer Price Index for all
15
urban consumers published by the Bureau of Labor
16
Statistics.

(3) For fiscal year 2032, and each fiscal year
18
thereafter, the amount appropriated under this para-
19
graph for the previous fiscal year, increased by the
20
percentage increase (if any), during such previous
21
fiscal year, in the Consumer Price Index for all
22
urban consumers published by the Bureau of Labor
23
Statistics.

(b) FUNDING RECIPIENTS DESCRIBED.—The fund-
1
ing recipients described in this subsection are—
2
(1) the Agricultural Research Service;
3
(2) the Economic Research Service;
4
(3) the National Agricultural Statistics Service;
5
and
6
(4) the National Institute of Food and Agri-
7
culture.

(c)
AVAILABILITY.—Each
amount
appropriated
9
under subsection (a) shall remain available for obligation
10
through the last day of the fiscal year for which such
11
amount is appropriated.

SEC. 3. EXEMPTION FROM SEQUESTRATION.
13
(a) IN GENERAL.—Section 255(g)(1)(A) of the Bal-
14
anced Budget and Emergency Deficit Control Act of 1985
15
(2 U.S.C. 905(g)(1)(A)) is amended by inserting after
16
‘‘Advances to the Unemployment Trust Fund and Other
17
Funds (16–0327–0–1–600).’’ the following: ‘‘Appropria-
18
tions made available under section 2(a) of the America
19
Grows Act of 2021.’’.
20
(b) APPLICABILITY.—The amendment made by sub-
21
section (a) shall apply to any sequestration order issued
22
under the Balanced Budget and Emergency Deficit Con-
23
trol Act of 1985 (2 U.S.C. 900 et seq.) on or after the
24
date of enactment of this Act.

SEC. 4. BUDGETARY EFFECTS.
1
(a) STATUTORY PAYGO SCORECARDS.—The budg-
2
etary effects of this Act shall not be entered on either
3
PAYGO scorecard maintained pursuant to section 4(d) of
4
the Statutory Pay-As-You-Go Act of 2010 (2 U.S.C.
5
933(d)).
6
(b) SENATE PAYGO SCORECARDS.—The budgetary
7
effects of this Act shall not be entered on any PAYGO
8
scorecard maintained for purposes of section 4106 of H.
9
