Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Pullman National His-
4
torical Park Act’’.

SEC. 2. DEFINITIONS.

In this Act:
2
(1) HISTORICAL PARK.—The term ‘‘historical
3
park’’ means the Pullman National Historical Park.
4
(2) MAP.—The term ‘‘map’’ means the map en-
5
titled ‘‘Pullman National Historical Park, Chicago,
6
Illinois, Boundary’’, numbered llll, and dated
7
lllll.

(2) MAP.—The term ‘‘map’’ means the map enti-
9
tled ‘‘Pullman National Historical Park Boundary’’,
10
numbered 590/125,485, and dated November 2021.
11
(3) SECRETARY.—The term ‘‘Secretary’’ means
12
the Secretary of the Interior.

SEC. 3. REDESIGNATION OF PULLMAN NATIONAL MONU-
14
MENT.

(a) IN GENERAL.—The Pullman National Monu-
16
ment, established by Proclamation Number 9233, dated
17
February 19, 2015, is redesignated as the ‘‘Pullman Na-
18
tional Historical Park.’’.

(b) AVAILABILITY OF FUNDS.—Any funds available
20
for purposes of the Pullman National Monument shall be
21
available for purposes of the historical park.
22
(c) REFERENCES.—Any references in a law, regula-
23
tion, document, record, map, or other paper of the United
24
States to the Pullman National Monument shall be consid-
25
ered to be a reference to the historical park.

(d) PROCLAMATION.—Proclamation Number 9233,
1
dated February 19, 2015, shall have no force or effect.
2
SEC. 4. PURPOSES.
3
The purposes of the historical park are to preserve,
4
protect, and interpret Pullman’s nationally significant cul-
5
tural and historical resources associated with—
6
(1) the Nation’s labor history and creation of a
7
national Labor Day holiday;
8
(2) the first planned industrial community in
9
the United States;
10
(3) the architecture and landscape design of the
11
planned community;
12
(4) the pivotal role of the Pullman porter in the
13
rise of the African-American middle class; and
14
(5) the entirety of history, culture, and historic
15
figures embodied in Presidential Proclamation Num-
16
ber 9233.

SEC. 5. ADMINISTRATION.

The Secretary shall administer the land within the
19
boundary of the historical park in accordance with—
20
(1) this Act; and
21
(2) the laws generally applicable to units of the
22
National Park System, including—

(A) section 100101(a), chapter 1003, and
1
sections 100751(a), 100752, 100753 and
2
102101 of title 54, United States Code; and
3
(B) chapter 3201 of title 54, United States
4
Code.

SEC. 6. COOPERATIVE AGREEMENTS.
6
To further the purposes of this subsection and not-
7
withstanding chapter 63 of title 31, United States Code,
8
the Secretary may enter into cooperative agreements with
9
the State, other public and non-profit entities, and other
10
interested parties—
11
(1) to support collaborative interpretive and
12
educational programs at non-Federal historic prop-
13
erties within the boundaries of the historical park;
14
and
15
(2) to identify, interpret, and provide assistance
16
for the preservation of non-Federal land within the
17
boundaries of the historical park and at sites in
18
close proximity to the historical park, but located
19
outside the boundaries of the historical park, includ-
20
ing providing for placement of directional and inter-
21
pretive signage, exhibits, and technology-based inter-
22
pretive devices; and, if the cooperative agreement pro-
23
vides for reasonable public access.

SEC. 7. USE OF FUNDS.

The Secretary may use appropriated funds to mark,
2
interpret, improve, restore, and provide technical assist-
3
ance with respect to the preservation and interpretation
4
of the properties. Any payment made by the Secretary
5
under this clause shall be subject to an agreement that
6
the conversion, use, or disposal of the project for purposes
7
that are inconsistent with the purposes of this subsection,
8
as determined by the Secretary, shall result in a right of
9
the United States to reimbursement of the greater of—
10
(1) the amount provided by the Secretary to the
11
project; or
12
(2) an amount equal to the increase in the
13
value of the project that is attributable to the funds,
14
as determined by the Secretary at the time of the
15
conversion, use, or disposal. Any cooperative agree-
16
ment entered into under this subparagraph shall
17
provide for reasonable public access to the resources
18
covered by the cooperative agreement.

SEC. 8. ACQUISITION OF LAND.
20
The Secretary may acquire for inclusion in the histor-
21
ical park any land (including interests in land), buildings,
22
or structures owned by the State, or any other political,
23
private, or nonprofit entity by donation, transfer, ex-
24
change, or purchase from a willing seller.

SEC. 9. MANAGEMENT PLAN.

Not later than 3 fiscal years after the date on which
2
funds are first made available to carry out this Act, the
3
Secretary shall complete a general management plan for
4
the historical park.
