FINDINGS. 1 Congress finds that— 2 (1) Casa Grande Ruin Reservation was— 3 (A) set aside on March 2, 1889; 4 (B) proclaimed as the first archaeological 5 preserve in the United States on June 22, 6 1892; and 7 (C) redesignated as the ‘‘Casa Grande 8 Ruins National Monument’’ on August 3, 1918; 9 (2) the Casa Grande Ruins National Monument 10 protects 1 of the finest architectural examples of 11 14th century Hohokam culture in the Southwest, 12 which was known to early Spanish explorers as the 13 ‘‘Great House’’; 14 (3) Casa Grande is only part of the story of an 15 ancient town that may have covered 2 square miles; 16 and 17 (4) recent surveys and research have deter- 18 mined that the area of the Great House and the vil- 19 lage surrounding the Great House extends beyond 20 the existing boundary of the Casa Grande Ruins Na- 21 tional Monument. 22 SEC. 3. DEFINITIONS. 23 In this Act: 24 (1) BIA LAND.—The term ‘‘BIA land’’ means 25 the approximately 7.41 acres of Federal land admin- 26 VerDate Sep 11 2014 00:02 Sep 22, 2022 Jkt 029200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1321.RS S1321 kjohnson on DSK79L0C42PROD with BILLS 3 •S 1321 RS istered by the Bureau of Indian Affairs, as generally 1 depicted on the map as ‘‘BIA land to NPS’’. 2 (2) BLM LAND PARCEL A.—The term ‘‘BLM 3 land parcel A’’ means the approximately 3.8 acres of 4 Federal land administered by the Bureau of Land 5 Management, as generally depicted on the map as 6 ‘‘BLM land parcel A to NPS’’. 7 (3) BLM LAND PARCEL B.—The term ‘‘BLM 8 land parcel B’’ means the approximately 3.7 acres of 9 Federal land administered by the Bureau of Land 10 Management, as generally depicted on the map as 11 ‘‘BLM land parcel B to BIA’’. 12 (4) MAP.—The term ‘‘map’’ means the map en- 13 titled ‘‘Casa Grande Ruins National Monument Pro- 14 posed Boundary Adjustment’’, numbered 303/ 15 120,734B, and dated February 2021. 16 (5) MONUMENT.—The term ‘‘Monument’’ 17 means the Casa Grande Ruins National Monument 18 in the State. 19 (6) NPS LAND.—The term ‘‘NPS land’’ means 20 the approximately 3.5 acres of Federal land adminis- 21 tered by the National Park Service, as generally de- 22 picted on the map as ‘‘NPS land to BIA’’. 23 (7) SECRETARY.—The term ‘‘Secretary’’ means 24 the Secretary of the Interior. 25 VerDate Sep 11 2014 00:02 Sep 22, 2022 Jkt 029200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1321.RS S1321 kjohnson on DSK79L0C42PROD with BILLS 4 •S 1321 RS (8) STATE.—The term ‘‘State’’ means the State 1 of Arizona. 2 SEC. 4. ACQUISITION AND TRANSFER OF ADMINISTRATIVE 3 JURISDICTION OVER CERTAIN LAND. 4 (a) ACQUISITION OF LAND.—The Secretary may ac- 5 quire by donation, exchange, or purchase with donated or 6 appropriated funds, from willing sellers only, land or an 7 interest in land generally depicted on the map as ‘‘State 8 land of Arizona’’ or ‘‘Private land’’, to be administered 9 as part of the Monument. 10 (b) TRANSFER OF ADMINISTRATIVE JURISDIC- 11 TION.— 12 (1) WITHDRAWAL.—The BIA land, BLM land 13 parcel A, and BLM land parcel B are withdrawn 14 from— 15 (A) all forms of entry, appropriation, and 16 disposal under the public land laws; 17 (B) location, entry, and patent under the 18 mining laws; and 19 (C) operation of the mineral leasing and 20 geothermal leasing laws and mineral materials 21 laws. 22 (2) TRANSFER OF ADMINISTRATIVE JURISDIC- 23 TION.— 24 VerDate Sep 11 2014 00:02 Sep 22, 2022 Jkt 029200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S1321.RS S1321 kjohnson on DSK79L0C42PROD with BILLS 5 •S 1321 RS (A) BLM LAND PARCEL A.—Administra- 1 tive jurisdiction over BLM land parcel A is 2 transferred from the Bureau of Land Manage- 3 ment to the National Park Service. 4 (B) BLM LAND PARCEL B.—Administra- 5 tive jurisdiction over BLM land parcel B is 6 transferred from the Bureau of Land Manage- 7 ment to the Bureau of Indian Affairs. 8 (C) BIA LAND.—Administrative jurisdic- 9 tion over the BIA land is transferred from the 10 Bureau of Indian Affairs to the National Park 11 Service. 12 (D) NPS LAND.—Administrative jurisdic- 13 tion over the NPS land is transferred from the 14 National Park Service to the Bureau of Indian 15 Affairs. 16 (c) ADMINISTRATION; BOUNDARY MODIFICATION.— 17 On the acquisition of land or an interest in land under 18 subsection (a), and with respect to any land transferred 19 by subsection (b), the Secretary shall— 20 (1) administer the land or interest in land ac- 21 quired under subsection (a) or the land transferred 22 to the administrative jurisdiction of the National 23 Park Service under subparagraph (A) or (C) of sub- 24 section (b)(2), as applicable, as part of the Monu- 25 VerDate Sep 11 2014 00:02 Sep 22, 2022 Jkt 029200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S1321.RS S1321 kjohnson on DSK79L0C42PROD with BILLS 6 •S 1321 RS ment, in accordance with the laws generally applica- 1 ble to units of the National Park System, including 2 applicable provisions of division A of subtitle I of 3 title 54, United States Code; and 4 (2) modify the boundary of the Monument to 5 reflect, as applicable— 6 (A) the acquisition of land or interest in 7 land under subsection (a); and 8 (B) the transfer of administrative jurisdic- 9 tion under subsection (b). 10 (d) AVAILABILITY OF MAP.—The map shall be on file 11 and available for inspection in the appropriate offices of 12 the National Park Service. 13 (e) COMPENSATION.—Except in a case in which land 14 or an interest in land is acquired by donation under sub- 15 section (a), as consideration for the acquisition of land or 16 an interest in land under that subsection, the Secretary 17 shall— 18 (1) pay fair market value for the land or inter- 19 est in land; or 20 (2) convey to the State or private landowner, as 21 applicable, Federal land or an interest in Federal 22 land of equal value located in the State. 23 VerDate Sep 11 2014 00:02 Sep 22, 2022 Jkt 029200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\S1321.RS S1321 kjohnson on DSK79L0C42PROD with BILLS 7 •S 1321 RS SEC. 5. ADMINISTRATION OF STATE LAND. 1 The Secretary may enter into an agreement with the 2 State to provide for the cooperative management by the 3 Secretary and the State of the approximately 200 acres 4 of State land, as generally depicted on the map as ‘‘State 5 land of Arizona’’. 6 SEC. 6.
