To amend the National Trails System Act to designate the
Chilkoot National Historic Trail and to provide for a
study of the Alaska Long Trail, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Alaska Trails Act’’.

SEC. 2. DESIGNATION OF THE CHILKOOT NATIONAL HIS-
1
TORIC TRAIL.

Section 5(a) of the National Trails System Act (16
3
U.S.C. 1244(a)) is amended by adding at the end the fol-
4
lowing:
5
‘‘(31) CHILKOOT NATIONAL HISTORIC TRAIL.—
6
‘‘(A) IN GENERAL.—The Chilkoot National
7
Historic Trail, a traditional gold rush route of
8
approximately 16.5 miles within the Klondike
9
Gold Rush National Historical Park an ap-
10
proximately 16.5-mile route within the Klondike
11
Gold Rush National Historical Park that was
12
traditionally used as a trading route by the
13
Tlingit Indian Tribe and Tagish First Nation
14
and as a gold rush route, as generally depicted
15
on the map entitled ‘Proposed Chilkoot Na-
16
tional Historic Trail’, numbered KLGO–461–
17
173787, and dated October 2020.

‘‘(B) AVAILABILITY
OF
MAP.—The map
19
described in subparagraph (A) shall be on file
20
and available for public inspection in the appro-
21
priate offices of the National Park Service.
22
‘‘(C) ADMINISTRATION.—The Chilkoot Na-
23
tional Historic Trail shall be administered by
24
the Secretary of the Interior.

‘‘(D) EFFECT.—The designation of the
1
Chilkoot National Historic Trail shall not affect
2
any authorities under Public Law 94–323 (16
3
U.S.C. 410bb et seq.).
4
‘‘(E) COORDINATION OF ACTIVITIES.—The
5
Secretary of the Interior may coordinate with
6
public and nongovernmental organizations and
7
institutions of higher education in the United
8
States and Canada, Alaska Native Corpora-
9
tions, and, in consultation with the Secretary of
10
State, the Government of Canada and any polit-
11
ical subdivisions of the Government of Canada
12
for the purposes of—
13
‘‘(i) exchanging information and re-
14
search relating to the Chilkoot National
15
Historic Trail;
16
‘‘(ii) supporting the preservation of,
17
and educational programs relating to, the
18
Chilkoot National Historic Trail;
19
‘‘(iii) providing technical assistance
20
with respect to the Chilkoot National His-
21
toric Trail; and
22
‘‘(iv) working to establish an inter-
23
national historic trail incorporating the
24
Chilkoot National Historic Trail that pro-

SEC. 3. ALASKA LONG NATIONAL SCENIC TRAIL STUDY.

Section 5(c) of the National Trails System Act (16
5
U.S.C. 1244(c)) is amended by adding at the end the fol-
6
lowing:
7
‘‘(48) ALASKA LONG TRAIL.—
8
‘‘(A) IN
GENERAL.—The Alaska Long
9
Trail, extending approximately 500 miles from
10
Seward, Alaska, to Fairbanks, Alaska.
11
‘‘(B) REQUIREMENT.—The Secretary of
12
the Interior, acting through the Director of the
13
Bureau of Land Management (referred to in
14
this paragraph as the ‘Secretary’), shall study
15
the feasibility of designating the trail described
16
in subparagraph (A), including evaluating the
17
potential impacts of the trail on rights-of-way,
18
existing rights, or other recreational uses of the
19
land proposed to be used for the trail.
20
‘‘(C) CONSULTATION.—The Secretary shall
21
conduct the study under this paragraph in con-
22
sultation with—

‘‘(i) the Secretary of Agriculture, act-

ing through the Chief of the Forest Serv-

ice;

‘‘(ii) the State of Alaska;
4
‘‘(iii) units of local government in the

State of Alaska;

‘‘(iv) Alaska Native Corporations; and

‘‘(v) representatives of the private sec-

tor, including any entity that holds a per-

mit issued by the Federal Energy Regu-
10
latory Commission.’’.
