Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘United States-Mexico
4
Tourism Improvement Act of 2023’’.

SEC. 2. STATEMENT OF POLICY.

It is the policy of the United States—
7
(1) to continue deepening bilateral tourism
8
through governmental cooperation between the
9
United States and Mexico;

(2) to improve third-party tourism to the

United States and Mexico through joint inter-

national promotional efforts; and
3
(3) to seek to prioritize and expand the tourism
4
industries in both countries by emphasizing ex-
5
changes in various international economic sectors,
6
including relating to—
7
(A) hospitality and accommodation;
8
(B) retail; and
9
(C) cultural education.

SEC. 3. STRATEGY TO EXPAND BILATERAL TOURISM
11
THROUGH COOPERATION WITH MEXICO.

(a) IN GENERAL.—The Secretary of State shall de-
13
velop a strategy through the High Level Economic Dia-
14
logue (HLED) platform to carry out the bilateral tourism
15
policy described in section 2 and to encourage the Govern-
16
ment of Mexico to take reciprocal action relating to bilat-
17
eral tourism.

(b) ELEMENTS.—The strategy required under sub-
19
section (a) shall—
20
(1) encourage more joint tourism initiatives be-
21
tween the United States and Mexico, including col-
22
laborations between governmental and nongovern-
23
mental entities; and
