Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Amache National His- 4 toric Site Act’’. 5 SEC. 2. DEFINITIONS. 6 In this Act: 7 VerDate Sep 11 2014 04:44 May 19, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S1284.IS S1284 kjohnson on DSK79L0C42PROD with BILLS 2 •S 1284 IS (1) NATIONAL HISTORIC SITE.—The term ‘‘Na- 1 tional Historic Site’’ means the Amache National 2 Historic Site established by section 3(a). 3 (2) SECRETARY.—The term ‘‘Secretary’’ means 4 the Secretary of the Interior, acting through the Di- 5 rector of the National Park Service. 6 (3) STATE.—The term ‘‘State’’ means the State 7 of Colorado. 8 SEC. 3. AMACHE NATIONAL HISTORIC SITE. 9 (a) ESTABLISHMENT.—Effective on the date on 10 which the Secretary determines that sufficient land within 11 the exterior boundary of the National Historic Site has 12 been acquired to constitute a manageable unit, there is 13 established the Amache National Historic Site in the State 14 as a unit of the National Park System. 15 (b) PURPOSE.—The purpose of the National Historic 16 Site is to preserve, protect, and interpret for the benefit 17 of present and future generations resources associated 18 with— 19 (1) the incarceration of civilians of Japanese 20 ancestry during World War II at Amache, also 21 known as the ‘‘Granada Relocation Center’’, and the 22 military service of incarcerees at the Granada Relo- 23 cation Center; 3 and 4 (3) the transition of the incarcerees and their 5 descendants following the closure of the Granada 6 Relocation Center and their resettlement in the 7 State and other States. 8 (c) MAP; BOUNDARIES.— 9 (1) MAP.—As soon as practicable after the date 10 of enactment of this Act, the Secretary, in consulta- 11 tion with the town of Granada, Colorado, shall pre- 12 pare a map of the National Historic Site. 13 (2) AVAILABILITY OF MAP.—The map prepared 14 under paragraph (1) shall be on file and available 15 for public inspection in the appropriate offices of the 16 National Park Service. 17 (3) BOUNDARIES.—The boundaries of the Na- 18 tional Historic Site shall be the boundaries generally 19 depicted on the map prepared under paragraph (1). 20 (d) PROPERTY ACQUISITION AUTHORITY.— 21 (1) REAL PROPERTY.—The Secretary may ac- 22 quire any land or interests in land located within the 23 exterior boundary of the National Historic Site by— 24 (A) donation; or 25 VerDate Sep 11 2014 04:44 May 19, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1284.IS S1284 kjohnson on DSK79L0C42PROD with BILLS 4 •S 1284 IS (B) purchase with donated or appropriated 1 funds. 2 (2) PERSONAL PROPERTY.—The Secretary may 3 acquire personal property associated with the pur- 4 poses of the National Historic Site only by donation. 5 (e) ADMINISTRATION.— 6 (1) IN GENERAL.—The Secretary shall admin- 7 ister the National Historic Site in accordance with— 8 (A) this Act; and 9 (B) the laws generally applicable to units 10 of the National Park System. 11 (2) MANAGEMENT PLAN.— 12 (A) DEADLINE FOR COMPLETION.—Not 13 later than 3 years after the date on which funds 14 are first made available to the Secretary for the 15 preparation of a general management plan for 16 the National Historic Site, the Secretary shall 17 prepare a general management plan for the Na- 18 tional Historic Site in accordance with section 19 100502 of title 54, United States Code. 20 (B) INCLUSION.—The general manage- 21 ment plan prepared under subparagraph (A) 22 shall identify, as appropriate, the roles and re- 23 sponsibilities of the National Park Service and 24 any applicable management entity in admin- 25 VerDate Sep 11 2014 04:44 May 19, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S1284.IS S1284 kjohnson on DSK79L0C42PROD with BILLS 5 •S 1284 IS istering and interpreting the National Historic 1 Site and any areas affiliated with the National 2 Historic Site in a manner that does not inter- 3 fere with existing operations and the continued 4 use of existing facilities at the National Historic 5 Site. 6 (C) SUBMISSION TO CONGRESS.—On com- 7 pletion of the general management plan under 8 subparagraph (A), the Secretary shall submit to 9 the Committee on Energy and Natural Re- 10 sources of the Senate and the Committee on 11 Natural Resources of the House of Representa- 12 tives the general management plan prepared 13 under that subparagraph. 14 (f) ADMINISTRATIVE FACILITIES.—For the purpose 15 of ensuring the preservation, protection, and proper man- 16 agement of the National Historic Site and associated re- 17 sources, the Secretary may establish facilities for adminis- 18 tration, visitor services, and curation of personal property 19 outside the exterior boundaries of, and in the vicinity of, 20 the National Historic Site. 21 (g) COOPERATIVE AGREEMENTS.—The Secretary 22 may enter into agreements with— 23 (1) public or private entities for the purpose of 24 establishing and operating facilities outside of the 25 VerDate Sep 11 2014 04:44 May 19, 2021 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S1284.IS S1284 kjohnson on DSK79L0C42PROD with BILLS 6 •S 1284 IS exterior boundary of the National Historic Site for 1 administration, visitor services, and curation of per- 2 sonal property; and 3 (2) other public or private entities for the pur- 4 poses of carrying out this Act. 5 (h) EFFECT ON WATER RIGHTS.—Nothing in this 6 Act affects— 7 (1) the use, allocation, ownership, or control, in 8 existence on the date of enactment of this Act, of 9 any water, water right, or any other valid existing 10 right; 11 (2) any vested absolute or decreed conditional 12 water right in existence on the date of enactment of 13 this Act; 14 (3) any interstate water compact in existence 15 on the date of enactment of this Act;
