SHORT TITLE. 1 This Act may be cited as the ‘‘DHS Blue Campaign 2 Enhancement Act’’. 3 SEC. 2. DEPARTMENT OF HOMELAND SECURITY BLUE CAM- 4 PAIGN ENHANCEMENT. 5 Section 434 of the Homeland Security Act of 2002 6 (6 U.S.C. 242) is amended— 7 (1) in subsection (e)(6), by striking ‘‘utilizing 8 resources,’’ and inserting ‘‘developing and utilizing, 9 in consultation with the Advisory Board established 10 pursuant to subsection (g), resources’’; and 11 (2) by adding at the end the following new sub- 12 sections: 13 ‘‘(f) WEB-BASED TRAINING PROGRAMS.—To en- 14 hance training opportunities, the Director of the Blue 15 Campaign shall develop web-based interactive training vid- 16 eos that utilize a learning management system to provide 17 online training opportunities that shall be made available 18 to the following individuals: 19 ‘‘(1) Federal, State, local, Tribal, and territorial 20 law enforcement officers. 21 ‘‘(2) Non-Federal correction system personnel. 22 ‘‘(3) Such other individuals as the Director de- 23 termines appropriate. 24 ‘‘(g) BLUE CAMPAIGN ADVISORY BOARD.— 25 VerDate Sep 11 2014 01:29 Jul 22, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2795.RFS H2795 pbinns on DSKJLVW7X2PROD with BILLS 3 HR 2795 RFS ‘‘(1) IN GENERAL.—The Secretary shall estab- 1 lish within the Department a Blue Campaign Advi- 2 sory Board and shall assign to such Board a rep- 3 resentative from each of the following components: 4 ‘‘(A) The Transportation Security Admin- 5 istration. 6 ‘‘(B) U.S. Customs and Border Protection. 7 ‘‘(C) U.S. Immigration and Customs En- 8 forcement. 9 ‘‘(D) The Federal Law Enforcement 10 Training Center. 11 ‘‘(E) The United States Secret Service. 12 ‘‘(F) The Office for Civil Rights and Civil 13 Liberties. 14 ‘‘(G) The Privacy Office. 15 ‘‘(H) Any other components or offices the 16 Secretary determines appropriate. 17 ‘‘(2) CHARTER.—The Secretary is authorized to 18 issue a charter for the Board, and such charter shall 19 specify the following: 20 ‘‘(A) The Board’s mission, goals, and 21 scope of its activities. 22 ‘‘(B) The duties of the Board’s representa- 23 tives. 24 VerDate Sep 11 2014 01:29 Jul 22, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2795.RFS H2795 pbinns on DSKJLVW7X2PROD with BILLS 4 HR 2795 RFS ‘‘(C) The frequency of the Board’s meet- 1 ings. 2 ‘‘(3) CONSULTATION.—The Director shall con- 3 sult the Board established pursuant to paragraph 4 (1) regarding the following: 5 ‘‘(A) Recruitment tactics used by human 6 traffickers to inform the development of train- 7 ing and materials by the Blue Campaign. 8 ‘‘(B) The development of effective aware- 9 ness tools for distribution to Federal and non- 10 Federal officials to identify and prevent in- 11 stances of human trafficking. 12 ‘‘(C) Identification of additional persons or 13 entities that may be uniquely positioned to rec- 14 ognize signs of human trafficking and the devel- 15 opment of materials for such persons. 16 ‘‘(4) APPLICABILITY.—The Federal Advisory 17 Committee Act (5 U.S.C.
