AN ACT
To amend the Homeland Security Act of 2002 to enhance
the Blue Campaign of the Department of Homeland
Security, and for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ββDHS Blue Campaign
2
Enhancement Actββ.
3
SEC. 2. DEPARTMENT OF HOMELAND SECURITY BLUE CAM-
4
PAIGN ENHANCEMENT.

Section 434 of the Homeland Security Act of 2002
6
(6 U.S.C. 242) is amendedβ
7
(1) in subsection (e)(6), by striking ββutilizing
8
resources,ββ and inserting ββdeveloping and utilizing,
9
in consultation with the Advisory Board established
10
pursuant to subsection (g), resourcesββ; and
11
(2) by adding at the end the following new sub-
12
sections:

ββ(f) WEB-BASED TRAINING PROGRAMS.βTo en-
14
hance training opportunities, the Director of the Blue
15
Campaign shall develop web-based interactive training vid-
16
eos that utilize a learning management system to provide
17
online training opportunities that shall be made available
18
to the following individuals:
19
ββ(1) Federal, State, local, Tribal, and territorial
20
law enforcement officers.
21
ββ(2) Non-Federal correction system personnel.
22
ββ(3) Such other individuals as the Director de-
23
termines appropriate.

ββ(g) BLUE CAMPAIGN ADVISORY BOARD.β

ββ(1) IN GENERAL.βThe Secretary shall estab-
1
lish within the Department a Blue Campaign Advi-
2
sory Board and shall assign to such Board a rep-
3
resentative from each of the following components:
4
ββ(A) The Transportation Security Admin-
5
istration.
6
ββ(B) U.S. Customs and Border Protection.
7
ββ(C) U.S. Immigration and Customs En-
8
forcement.
9
ββ(D) The Federal Law Enforcement
10
Training Center.
11
ββ(E) The United States Secret Service.
12
ββ(F) The Office for Civil Rights and Civil
13
Liberties.
14
ββ(G) The Privacy Office.
15
ββ(H) Any other components or offices the
16
Secretary determines appropriate.

ββ(2) CHARTER.βThe Secretary is authorized to
18
issue a charter for the Board, and such charter shall
19
specify the following:

ββ(A) The Boardβs mission, goals, and
21
scope of its activities.
22
ββ(B) The duties of the Boardβs representa-
23
tives.

ββ(C) The frequency of the Boardβs meet-

ings.

ββ(3) CONSULTATION.βThe Director shall con-
3
sult the Board established pursuant to paragraph
4
(1) regarding the following:
5
ββ(A) Recruitment tactics used by human
6
traffickers to inform the development of train-
7
ing and materials by the Blue Campaign.
8
ββ(B) The development of effective aware-
9
ness tools for distribution to Federal and non-
10
Federal officials to identify and prevent in-
11
stances of human trafficking.
12
ββ(C) Identification of additional persons or
13
entities that may be uniquely positioned to rec-
14
ognize signs of human trafficking and the devel-
15
opment of materials for such persons.
16
ββ(4) APPLICABILITY.βThe Federal Advisory
17
Committee Act (5 U.S.C. App.) does not apply toβ
18
ββ(A) the Board; or
19
ββ(B) consultations under paragraph (2).
20
ββ(h) CONSULTATION.βWith regard to the develop-
21
ment of programs under the Blue Campaign and the im-
22
plementation of such programs, the Director is authorized
23
to consult with State, local, Tribal, and territorial agen-
24
cies, non-governmental organizations, private sector orga-
