PROHIBITION ON GREENHOUSE GAS EMISSION 1 RULES. 2 (a) DEFINITIONS.—In this section: 3 (1) ADMINISTRATOR.—The term ‘‘Adminis- 4 trator’’ means the Administrator of the Environ- 5 mental Protection Agency. 6 (2) COVERED RULE OR REGULATION.—The 7 term ‘‘covered rule or regulation’’ means a rule or 8 regulation of the Administrator that regulates green- 9 house gas emissions. 10 (3) PARIS AGREEMENT.—The term ‘‘Paris 11 Agreement’’ means the decision by the 21st Con- 12 ference of Parties of the United Nations Framework 13 Convention on Climate Change in Paris, France, 14 adopted December 12, 2015 (or a successive, sub- 15 stantially similar agreement). 16 (b) PROHIBITION.—Notwithstanding any other provi- 17 sion of law, the Administrator shall not promulgate or 18 issue a covered rule or regulation on or after the date of 19 enactment of this Act until the Administrator determines 20 that China, India, and Russia each adhere to the same 21 greenhouse gas emissions reduction targets as the United 22 States under the Paris Agreement. 23 (c) ANNUAL CERTIFICATION.—After the date of the 24 determination under subsection (b), the Administrator 25 shall annually certify that China, India, and Russia are 26 VerDate Sep 11 2014 05:24 May 20, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1326.IS S1326 kjohnson on DSK79L0C42PROD with BILLS 3 •S 1326 IS adhering to the greenhouse gas emissions reduction tar- 1 gets described in that subsection. 2 Æ VerDate Sep 11 2014 05:24 May 20, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\S1326.IS S1326 kjohnson on DSK79L0C42PROD with BILLS
