Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE; FINDINGS. 3 (a) SHORT TITLE.—This Act may be cited as the 4 ‘‘Honoring National Recovery Month Act’’. 5 (b) FINDINGS.—Congress finds the following: 6 (1) National Recovery Month is an annual ob- 7 servance in the United States to celebrate individ- 8 uals who are in recovery from a substance use dis- 9 order or mental illness, and to educate the public 10 VerDate Sep 11 2014 00:43 May 21, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S1332.IS S1332 pbinns on DSKJLVW7X2PROD with BILLS 2 •S 1332 IS and combat stigma with respect to substance use 1 disorders and mental illnesses. 2 (2) 2021 is the 32nd observance of National 3 Recovery Month. 4 (3) Over 81,000 people died from drug 5 overdoses during the period beginning in July 2019 6 and ending in June 2020, and 47,000 people died 7 from suicide in 2019 in the United States. 8 (4) Fatal overdoses in the United States in- 9 creased from 2018 to 2019, and overdoses have in- 10 creased since the onset of the COVID–19 pandemic. 11 (5) A June 2020 study conducted by the Cen- 12 ters for Disease Control and Prevention shows that 13 41 percent of adults are experiencing an adverse 14 mental health or behavioral health condition, includ- 15 ing 31 percent who are experiencing symptoms of 16 anxiety or depression, 11 percent who are seriously 17 considering suicide, and 13 percent who are starting 18 or increasing their substance use to cope with stress 19 or emotions related to COVID–19. 20 SEC. 2.
