from obligating any coronavirus relief funds provided by the American
Rescue Plan Act of 2021 until all coronavirus relief funds made available

Be it enacted by the Senate and House of Representa-

CORONAVIRUS RELIEF FUNDS MADE AVAIL-

ABLE TO STATE AND LOCAL GOVERNMENTS

UNDER CARES ACT.

Title VI of the Social Security Act (42 U.S.C. 801
5
et seq.) is amended by adding after section 603 the fol-
6
lowing:

‘‘SEC. 604. PROHIBITION ON ADDITIONAL FUNDS WITHOUT
8
COMPLETE OBLIGATION.
9
‘‘No funds under sections 602 or 603 may be used
10
to make payments or distributions to any State, terri-
11
torial, or Tribal government, or a unit of local government
12
that has not obligated 100 percent of their previously allo-
13
cated CRF funds under section 601.’’.
