A BILL
To amend title 23, United States Code, to increase a set-
aside for the Rural Project Initiative of the TIFIA pro-
gram, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Helping Communities
4
Invest in Infrastructure Act’’.
5
SEC. 2. INCREASE OF SET-ASIDE.
6
Section 605(f)(1) of title 23, United States Code, is
7
amended
by
striking
‘‘$2,000,000’’
and
inserting
8
‘‘$3,000,000’’.

SEC. 3. NATIONAL SURFACE TRANSPORTATION AND INNO-

VATIVE FINANCE BUREAU.
2
(a) ANNUAL PROGRESS REPORT.—Section 116 of
3
title 49, United States Code, is amended by adding at the
4
end the following:
5
‘‘(k) ANNUAL PROGRESS REPORT.—Not later than
6
1 year after the date of enactment of this subsection, and
7
annually thereafter, the Executive Director shall submit
8
to the Committee on Transportation and Infrastructure
9
of the House of Representatives and the Committee on
10
Environment and Public Works of the Senate a report de-
11
tailing—
12
‘‘(1) the use of funds authorized under section
13
605(f) of title 23; and
14
‘‘(2) the progress of the Bureau in carrying out
15
the purposes described in subsection (b).’’.
16
(b) OUTREACH.—Section 116(b)(1) of title 49,
17
United States Code, is amended to read as follows:
18
‘‘(1) to provide assistance and communicate
19
best practices and financing and funding opportuni-
20
ties to eligible entities for the programs referred to
21
in subsection (d)(1), including by—
22
‘‘(A) conducting proactive outreach to com-
23
munities located outside of metropolitan or
24
micropolitan statistical areas; and

‘‘(B) coordinating with the Office of Rural

Development of the Department of Agriculture,
2
the Office of Community Revitalization of the
3
Environmental Protection Agency, and any
4
other agencies that provide technical assistance
5
for rural communities, as determined by the Di-
6
rector;’’.

SEC. 4. TIFIA APPLICATION PROCESS REPORT.
8
Section 609(b)(2)(A) of title 23, United States Code,
9
is amended—
10
(1) in clause (iv), by striking ‘‘and’’;
11
(2) in clause (v), by striking the period at the
12
end and inserting ‘‘; and’’; and
13
(3) by adding at the end the following:
14
‘‘(vi) whether the project is located in
15
a
metropolitan
statistical
area,
16
micropolitan statistical area, or neither.’’.
