Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘2020 Census Deadline 4 Extensions Act’’. 5 SEC. 2. CENSUS DEADLINE MODIFICATION. 6 (a) DEFINITIONS.—In this section— 7 (1) the term ‘‘President’’ means the President 8 of the United States; and 9 VerDate Sep 11 2014 21:26 Apr 26, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H2699.IH H2699 pbinns on DSKJLVW7X2PROD with BILLS 2 •HR 2699 IH (2) the term ‘‘Secretary’’ means the Secretary 1 of Commerce. 2 (b) MODIFIED TIMETABLES AND RULES.—Notwith- 3 standing subsections (b) and (c) of section 141 of title 4 13, United States Code, and subsection (a) of section 22 5 of the Act entitled ‘‘An Act to provide for the fifteenth 6 and subsequent decennial censuses and to provide for ap- 7 portionment of Representatives in Congress’’, approved 8 June 18, 1929 (2 U.S.C. 2a), the following timetables and 9 rules shall apply to the 2020 decennial census of popu- 10 lation: 11 (1) Not later than May 1, 2021, the Secretary 12 shall— 13 (A) complete the tabulation of total popu- 14 lation by States required under subsection (a) 15 of such section 141; 16 (B) report the tabulation described in sub- 17 paragraph (A) to the President; and 18 (C) make the tabulation described in sub- 19 paragraph (A) public. 20 (2) Not later than 14 days after receipt of the 21 tabulation described in paragraph (1)(A), the Presi- 22 dent shall transmit to Congress the statement de- 23 scribed in subsection (a) of such section 22. 24 VerDate Sep 11 2014 21:26 Apr 26, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2699.IH H2699 pbinns on DSKJLVW7X2PROD with BILLS 3 •HR 2699 IH (3) Each State shall be entitled, in the 118th 1 Congress and in each Congress thereafter until the 2 taking effect of a reapportionment under such sec- 3 tion 22 or a subsequently enacted statute, to the 4 number of Representatives shown in the statement 5 described in paragraph (2), and no State shall re- 6 ceive less than 1 Member. 7 (4) Not later than 15 days after receipt of the 8 statement described in paragraph (2), the Clerk of 9 the House of Representatives shall send to the exec- 10 utive of each State a certificate of the number of 11 Representatives to which the State is entitled under 12 paragraph (3).
