A BILL
To establish the Cahokia Mounds Mississippian Culture Na-
tional Historical Park in Collinsville, Illinois, Monroe,
Madison, and St. Clair Counties, Illinois, and St. Louis
City County, Missouri, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Cahokia Mounds Mis-
4
sissippian Culture National Historical Park Act’’.

SEC. 2. DEFINITIONS.

(1) HISTORICAL PARK.—The term ‘‘historical
1
park’’ means the Cahokia Mounds Mississippian
2
Culture National Historical Park established by sec-
3
tion 3(a).

(2) MAP.—The term ‘‘map’’ means the map en-
5
titled ‘‘Cahokia Mounds Mississippian Culture Na-
6
tional
Historical
Park,
Boundary’’,
numbered
7
CMMC–NHP–107, and dated 05–31–2019.
8
(3) SECRETARY.—The term ‘‘Secretary’’ means
9
the Secretary of the Interior.
10
(4) STATES.—The term ‘‘States’’ means the
11
States of Illinois and Missouri.

SEC. 3. CAHOKIA MOUNDS MISSISSIPPIAN CULTURE NA-
13
TIONAL HISTORICAL PARK, ILLINOIS AND
14
MISSOURI.

(a) ESTABLISHMENT.—
16
(1) IN GENERAL.—Subject to paragraph (2), in
17
order to preserve and interpret for the benefit of
18
present and future generations the historical, cul-
19
tural, and natural resources associated with the life
20
of the Mississippian Culture and to preserve access
21
for Native American spiritual practices and expres-
22
sions, there is established, as a unit of the National
23
Park System, the Cahokia Mounds Mississippian
24
Culture National Historical Park in—

(A) Collinsville, Illinois;

(B) Monroe, Madison, and St. Clair Coun-

ties, Illinois; and
3
(C) St. Louis City County, Missouri.

(2) DETERMINATION BY SECRETARY.—The his-
5
torical park shall not be established until the date on
6
which the Secretary determines that a sufficient
7
quantity of land, or interests in land, has been ac-
8
quired in accordance with subsection (c) to con-
9
stitute a manageable unit.
10
(3) NOTICE.—Not later than 30 days after the
11
date on which the Secretary acquires sufficient land
12
under subsection (c) to achieve compliance with
13
paragraph (2), the Secretary shall publish in the
14
Federal Register a notice of the establishment of the
15
historical park.
16
(4) AVAILABILITY OF MAP.—The map shall be
17
on file and available for public inspection in the ap-
18
propriate offices of the National Park Service.
19
(b) BOUNDARY.—The boundary of the historical park
20
shall be the boundary as depicted on the map.
21
(c) LAND ACQUISITION.—
22
(1) IN GENERAL.—Subject to paragraph (2),
23
the Secretary may acquire land and interests in land
24
within the boundary of the historical park by—

(A) donation;
1
(B) purchase from a willing seller with do-
2
nated or appropriated funds; or
3
(C) exchange.

(2) LIMITATION.—Any land owned by the
5
States or a political subdivision of 1 of the States
6
may be acquired only by donation.
7
(d) ADMINISTRATION.—
8
(1) IN GENERAL.—The Secretary shall admin-
9
ister the historical park in accordance with—
10
(A) this section; and
11
(B) the laws generally applicable to units
12
of the National Park System, including—
13
(i) sections 100101(a), 100751(a),
14
100752, 100753, and 102101 of title 54,
15
United States Code; and
16
(ii) chapters 1003 and 3201 of title
17
54, United States Code.
18
(2) COOPERATIVE AGREEMENTS.—
19
(A) IN
GENERAL.—The Secretary may
20
enter into cooperative agreements with the
21
States and political subdivisions of the States,
22
institutions of higher education, nonprofit orga-
23
nizations, Indian Tribes, and individuals—

(i) to identify, interpret, and restore
1
nationally significant historical or cultural
2
and natural resources relating to the life of
3
the
Mississippian
Culture
within
the
4
boundaries of the historical park, subject
5
to the condition that such an agreement
6
shall provide for reasonable public access;
7
and
8
(ii) to conduct research relating to the
9
Mississippian Culture.
10
(B) COST-SHARING.—
11
(i) FEDERAL
SHARE.—The Federal
12
share of the total cost of any activity car-
13
ried out under this paragraph shall be not
14
more than 50 percent.

(ii)
FORM
OF
NON-FEDERAL
16
SHARE.—The non-Federal share of the
17
cost of carrying out an activity under this
18
paragraph may be in the form of—
19
(I) in-kind contributions; or
20
(II) goods or services fairly val-
21
ued.
22
(e) GENERAL MANAGEMENT PLAN.—
23
(1) IN GENERAL.—Not later than 3 years after
24
the date on which funds are made available to carry

out this section, the Secretary shall prepare a gen-
1
eral management plan for the historical park in ac-
2
cordance with section 100502 of title 54, United
3
States Code.
4
(2) CONSULTATION.—In preparing the general
5
management plan under paragraph (1), the Sec-
6
retary shall consult with—
7
(A) the States and political subdivisions of
8
the States;
9
(B) institutions of higher education;
10
(C) nonprofit organizations;
11
(D) Indian Tribes; and
12
(E) other affected individuals and entities,
13
including—
14
(i) the Illinois Department of Natural
15
Resources;
16
(ii) the Osage Tribe; and
17
(iii) the HeartLands Conservancy.
