troduced the following bill; which was read twice and referred to the Com-
mittee on Foreign Relations
A BILL
To prohibit the use of Federal funds relating to rejoining
the Joint Comprehensive Plan of Action with Iran unless
the President commits to submitting any successor agree-
ment to the Senate for its advice and consent as a
treaty.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Iran Nuclear Deal Ad-
4
vice and Consent Act of 2021’’.

SEC. 2. LIMITATION ON USE OF FUNDS TO REJOIN THE

JOINT COMPREHENSIVE PLAN OF ACTION.

Notwithstanding any other provision of law, no Fed-
3
eral funds may be obligated or expended in furtherance
4
of rejoining the Joint Comprehensive Plan of Action
5
signed at Vienna on July 14, 2015, by Iran and by
6
France, Germany, the Russian Federation, the People’s
7
Republic of China, the United Kingdom, and the United
8
States (including all implementing materials and agree-
9
ments related to the Joint Comprehensive Plan of Action)
10
(in this section referred to as the ‘‘JCPOA’’) unless the
11
President submits in writing to the House of Representa-
12
tives and the Senate the commitment of the President to
13
submitting any JCPOA successor agreement to the Senate
14
for advice and consent as a treaty rather than as an inter-
15
national agreement.
