A BILL
To amend the Higher Education Act of 1965 to require
institutions of higher education to report revenue gen-
erated by each sports team, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββStandardization of Col-
4
legiate Oversight of Revenues and Expenditures Actββ or
5
the ββSCORE Actββ.

SEC. 2. REPORTING BY INSTITUTIONS OF HIGHER EDU-

CATION ON ATHLETIC REVENUE AND EX-

PENSES.

Section 485(g) of the Higher Education Act of 1965
4
(20 U.S.C. 1092(g)) is amendedβ
5
(1) in paragraph (1), by adding at the end the
6
following:
7
ββ(K) In the case of an institution that is
8
a member of division I of the National Colle-
9
giate Athletic Association, the amount of rev-
10
enue generated by each of the following cat-
11
egories, disaggregated by each sports team, if
12
applicable:
13
ββ(i) Ticket sales.
14
ββ(ii) Student fees.
15
ββ(iii) Distributions from any other
16
intercollegiate athletic association, con-
17
ference, or tournament.
18
ββ(iv) Appearance guarantees and op-
19
tions.
20
ββ(v) Contributions from alumni and
21
others.
22
ββ(vi) Compensation and benefits pro-
23
vided by third-party support.
24
ββ(vii) Concessions, programs, nov-
25
elties, and parking.

ββ(6) TASK FORCE; DEFINITION UPDATES.β

ββ(A) TASK
FORCE.βThe Secretary shall
6
appoint a task force of nonprofit and higher
7
education accounting experts, professionals, and
8
organizations representing institutions of higher
9
education that are members of division I of the
10
National Collegiate Athletic Association.
11
ββ(B) UPDATING DEFINITIONS.βThe Sec-
12
retary, on a biannual basis and in consultation
13
with the task force described in subparagraph
14
(A), shall review each definition under para-
15
graph (5)(B) and, if necessary, update such
16
definition in accordance with generally accepted
17
accounting principles or significant changes in
18
the national system of intercollegiate athletics.

ββ(7) SPECIAL RULE.βAn institution of higher
20
education that submits the information described in
21
subparagraphs (K) through (L) of paragraph (1) to
22
an intercollegiate athletic association for an aca-
23
demic year, and such information is verified by an
24
independent audit and certified by the chancellor of

the institution, may, in lieu of submitting such infor-
1
mation under paragraph (1), request such associa-
2
tion to directly submit such information to the Sec-
3
retary on behalf of the institution for such academic
4
year.ββ.

SEC. 3. PROGRAM REQUIREMENTS.
6
Section 487(a) of the Higher Education Act of 1965
7
(20 U.S.C. 1094(a)) is amended by adding at the end the
8
following:
9
ββ(30)(A) In the case of an institution that is a
10
member of division I of the National Collegiate Ath-
11
letic Association, such institution will not be a mem-
12
ber of such association or participate in any inter-
13
collegiate athletics competition organized by any per-
14
son, unless such association or person reports, on an
15
annual basis, to the Secretary the following,
16
disaggregated by sport, athletic event, or contract,
17
as applicable:

ββ(i) Total generated revenue and amount
19
of revenue generated by each of the following
20
categories:
21
ββ(I) Total ticket sales.
22
ββ(II) Distributions from other inter-
23
collegiate athletic organization or person.
24
ββ(III) Cash contributions.
