and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Donument Act’’.
4
SEC. 2. SOUTHERN BORDER WALL NATIONAL MONUMENT.

(a) ESTABLISHMENT.—There is hereby established,
6
in the States of California, Arizona, New Mexico, and
7
Texas, the Southern Border Wall National Monument to
8
protect the southern border wall from alteration.

(b) AREA INCLUDED.—The National Monument shall
1
consist of portions of the southern border wall and lands
2
and interests therein comprising approximately 289,920
3
acres as generally depicted on the map entitled
4
‘‘lllllllll’’,
numbered
5
llllllll, and dated llllllllll.
6
(c) MAP.—The map referred to in subsection (b) shall
7
be on file and available for public inspection in the offices
8
of the Bureau of Land Management, Department of the
9
Interior.

(d) ADMINISTRATION.—
11
(1)
IN
GENERAL.—The
Secretary,
acting
12
through the Director of the Bureau of Land Man-
13
agement, shall administer the National Monument.
14
(2) ADMINISTRATIVE JURISDICTION.—The Sec-
15
retary shall establish administrative jurisdiction over
16
portions of the southern border wall within the Na-
17
tional Monument as necessary to carry out this Act
18
by entering into memoranda of understanding with
19
the following:
20
(A) The head of each Federal department
21
or agency with administrative jurisdiction over
22
land within the National Monument on which
23
portions of the southern border wall are located.

(B) The governing body of each Indian
1
Tribe with administrative jurisdiction over land
2
within the National Monument on which por-
3
tions of the southern border wall are located.
4
(e) MANAGEMENT PLAN.—
5
(1) DEADLINE
FOR
COMPLETION.—Not later
6
than 3 years after the date on which funds are first
7
made available to the Secretary for the preparation
8
of a general management plan for the National
9
Monument, the Secretary shall prepare a general
10
management plan for the National Monument.
11
(2) SUBMISSION TO CONGRESS.—On completion
12
of the general management plan under paragraph
13
(1), the Secretary shall submit to the Committee on
14
Natural Resources of the House of Representatives
15
and the Committee on Energy and Natural Re-
16
sources of the Senate the general management plan
17
under such paragraph.
18
(f) DEFINITIONS.—In this section:
19
(1) NATIONAL
MONUMENT.—The term ‘‘Na-
20
tional Monument’’ means the Southern Border Wall
21
National Monument established in subsection (a).
22
(2) SECRETARY.—The term ‘‘Secretary’’ means
23
the Secretary of the Interior.

(3) SOUTHERN
BORDER
WALL.—The term
1
‘‘southern border wall’’ means any portion of a phys-
2
ical wall constructed pursuant to Federal law or Ex-
3
ecutive order to serve as a barrier along the United
4
States border with Mexico.
