RES. 309 To amend the Rules of the House of Representatives to prohibit bills and joint resolutions that contain an appropriation or authorization of more than $100,000,000,000 relating to infrastructure that does not provide at least 50 percent of such funds to programs, initiatives, or projects that directly impact construction or maintenance of highways, roads, bridges, dams, passenger and freight railways, airports, waterways and ports, public schools, or the safety of such facilities. SHORT TITLE. 1 This Resolution may be cited as the ‘‘No Irrespon- 2 sible Recovery or Reinvestment Expenditures Supporting 3 Priorities Outside Necessary Surface Infrastructure Built 4 Legitimately and Expediently Spending Act’’ or the ‘‘No 5 IRRESPONSIBLE Spending Act’’. 6 SEC. 2. PROHIBITION OF CONSIDERATION OF CERTAIN 7 BILLS. 8 That rule XXI of the Rules of the House of Rep- 9 resentatives is amended by adding at the end the following 10 new clause— 11 ‘‘13. It shall not be in order to consider a bill that 12 contains an appropriation or authorization of more than 13 $100,000,000,000 relating to infrastructure that does not 14 provide at least 50 percent of such funds to programs, 15 initiatives, or projects that directly impact construction or 16 maintenance of highways, roads, bridges, dams, passenger 17 and freight railways, airports, waterways and ports, public 18 schools, or the safety of such facilities.
