To award three Congressional Gold Medals to the law enforcement officers
and those who protected American cities during the Black Lives Matter
(BLM) riots beginning on May 26, 2020.
IN THE HOUSE OF REPRESENTATIVES

Mrs. GREENE of Georgia introduced the following bill; which was referred to
the Committee on Financial Services, and in addition to the Committee
on House Administration, for a period to be subsequently determined by
the Speaker, in each case for consideration of such provisions as fall with-
in the jurisdiction of the committee concerned
A BILL
To award three Congressional Gold Medals to the law en-
forcement officers and those who protected American
cities during the Black Lives Matter (BLM) riots begin-
ning on May 26, 2020.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. FINDINGS.

The Congress finds the following:
4
(1) Every day, police officers around the United
5
States put their lives in danger in order to protect
6
the American public.

(2) On May 26, 2020, violent riots broke out in
1
Minneapolis, Minnesota, sparking copycat riots in
2
cities across the country.
3
(3) The sacrifice and courage of heroes includ-
4
ing more than 2,000 law enforcement officers who
5
sustained injuries exemplify the patriotism and the
6
commitment of police officers, and those of other law
7
enforcement agencies, to risk their lives in service of
8
our country.
9
(4) At least 25 Americans died following the
10
violent riots, and more than 2,000 law enforcement
11
officers suffered physical injuries.
12
(5) The desecration of American cities including
13
the destruction of over 700 buildings in Minneapolis
14
alone, over 2,385 incidents of looting, the arrest of
15
16,200 for riot-related crimes, and the millions of
16
dollars of damage done are horrors that will forever
17
stain our Nation’s history.

SEC. 2. CONGRESSIONAL GOLD MEDALS.
19
(a) PRESENTATION AUTHORIZATION.—The Speaker
20
of the House of Representatives and the President pro
21
tempore of the Senate shall make appropriate arrange-
22
ments for the presentation, on behalf of the Congress, of
23
three gold medals of appropriate design to the Minneapolis
24
Police Department, the Portland Police Department, and

those who protected American cities during the violent

BLM riots during the summer of 2020.

(b) DESIGN AND STRIKING.—For the purposes of the
3
award referred to in subsection (a), the Secretary of the
4
Treasury (hereafter in this Act referred to as the ‘‘Sec-
5
retary’’) shall strike gold medals with suitable emblems,
6
devices, and inscriptions, to be determined by the Sec-
7
retary.

(c) DISPOSITION OF MEDALS.—Following the award
9
of the gold medals under subsection (a):
10
(1) MINNEAPOLIS POLICE DEPARTMENT HEAD-
11
QUARTERS.—One gold medal shall be given to the
12
Minneapolis Police Department, so that the medal
13
may be displayed at the headquarters of the Min-
14
neapolis Police Department and made available for
15
display.
16
(2) PORTLAND
POLICE
DEPARTMENT
HEAD-
17
QUARTERS.—One gold medal shall be given to the
18
Portland Police Department, so that the medal may
19
be displayed at the headquarters of the Portland Po-
20
lice Department and made available for display.
21
(3) SMITHSONIAN INSTITUTION.—
22
(A) IN GENERAL.—One gold medal shall
23
be given to the Smithsonian Institution, where

it shall be available for display as appropriate

and available for research.

(B) PLAQUE.—In displaying the gold
3
medal given under subparagraph (A), the
4
Smithsonian Institution shall display the medal
5
with a plaque that lists the other law enforce-
6
ment agencies that participated in protecting
7
the American people during the BLM riots be-
8
ginning on May 26th.
9
(C) SENSE OF THE CONGRESS.—It is the
10
sense of the Congress that the Smithsonian In-
11
stitution should make the gold medal given
12
under subparagraph (A) available for display
13
elsewhere, particularly at appropriate locations
14
associated with the protection of American cit-
15
ies during the BLM riots beginning on May
16
26th.

SEC. 3. DUPLICATE MEDALS.
18
The Secretary may strike and sell duplicates in
19
bronze of the gold medals struck pursuant to section 2
20
under such regulations as the Secretary may prescribe, at
21
a price sufficient to cover the cost thereof, including labor,
22
materials, dies, use of machinery, and overhead expenses.

SEC. 4. SENSE OF CONGRESS.

It is the sense of the Congress that the United States
2
Mint should expedite production of the gold medals and
3
duplicate medals under this Act, so that the sacrifices of
4
fallen officers and their families, and the contributions of
5
other law enforcement agencies who answered the call of
6
duty during the BLM riots beginning on May 26th can
7
be recognized and honored in a timely manner.
8
SEC. 5. STATUS OF MEDALS.
9
(a) NATIONAL MEDALS.—The medals struck pursu-
10
ant to this Act are national medals for purposes of chapter
11
51 of title 31, United States Code.
12
(b) NUMISMATIC ITEMS.—For purposes of section
13
5134 of title 31, United States Code, all medals struck
14
under this Act shall be considered to be numismatic items.
15
SEC. 6. FINANCIAL ASSURANCES.
16
The Secretary of the Treasury shall take such actions
17
as may be necessary to ensure that the minting and
18
issuing of coins under this Act will not result in any net
19
cost to the United States Government.
