SHORT TITLE. 1 This Act may be cited as the ‘‘United States Capitol 2 Complex Security Improvement Act’’. 3 SEC. 2. INVESTIGATIONS AND ASSESSMENTS RELATING TO 4 ATTACK ON UNITED STATES CAPITOL. 5 (a) INTELLIGENCE FAILURES.— 6 (1) INVESTIGATION.—The Inspector General of 7 the United States Capitol Police shall conduct an in- 8 vestigation of systemic failures of intelligence relat- 9 ing to the January 6, 2021 attack on the United 10 States Capitol. 11 (2) REPORT.—Not later than 180 days after 12 the date of the enactment of this Act, the Inspector 13 General of the United States Capitol Police shall 14 submit a report to Congress on the investigation 15 conduced under paragraph (1). 16 (b) ESTABLISHMENT OF INTELLIGENCE-SHARING 17 NEXUS.— 18 (1) ASSESSMENT.—The Chief of the United 19 States Capitol Police shall conduct an assessment of 20 the feasibility and desirability of establishing a nexus 21 for sharing intelligence with other law enforcement 22 agencies and appropriate officials of the Federal 23 Government. 24 (2) REPORT.—Not later than 180 days after 25 the date of the enactment of this Act, the Chief of 26 VerDate Sep 11 2014 05:33 May 27, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2392.IH H2392 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 2392 IH the United States Capitol Police shall submit a re- 1 port to Congress on the assessment conduced under 2 paragraph (1). 3 (c) USE OF DE-ESCALATION STRATEGIES.— 4 (1) INVESTIGATION.—The Chief of the United 5 States Capitol Police shall conduct an investigation 6 into the use of de-escalation strategies by the Cap- 7 itol Police during the January 6, 2021 attack on the 8 United States Capitol. 9 (2) REPORT.—Not later than 180 days after 10 the date of the enactment of this Act, the Chief of 11 the United States Capitol Police shall submit a re- 12 port to Congress on the investigation conduced 13 under paragraph (1). 14 (d) ASSESSMENT OF DAMAGES.— 15 (1) ASSESSMENT.—The Architect of the Capitol 16 shall conduct an assessment of the damages caused 17 by the January 6, 2021 attack on the United Stats 18 Capitol, and shall include in the assessment a plan 19 to respond to the damages by modernizing and in- 20 creasing the security of the Capitol. 21 (2) REPORT.—Not later than 180 days after 22 the date of the enactment of this Act, the Architect 23 of the Capitol shall submit a report to Congress on 24 VerDate Sep 11 2014 05:33 May 27, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2392.IH H2392 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 2392 IH the assessment conduced under paragraph (1), to- 1 gether with the plan described in such paragraph. 2 SEC. 3. INITIATIVE TO IMPROVE ABILITY OF CAPITOL PO- 3 LICE TO RESPOND TO RIOTS. 4 (a) INITIATIVE DESCRIBED.—The Chief of the 5 United States Capitol Police shall carry out an initiative 6 to improve the ability of the Capitol Police to respond to 7 riots, including improving the ability of officers of the 8 Capitol Police to communicate with each other during 9 riots and obtaining necessary equipment and supplies, 10 such as ballistic-proof glass, stronger locks for pedestrian 11 doors, portable anti-riot gear, portable fencing, pedestrian 12 interdiction equipment, and individual communication de- 13 vices. 14 (b) AUTHORIZATION OF APPROPRIATIONS.—There 15 are authorized to be appropriated to the United States 16 Capitol Police such sums as may be necessary to carry 17 out the initiative under this section. 18 SEC. 4. MEMBERSHIP OF LIBRARIAN OF CONGRESS OF THE 19 DISTRICT OF COLUMBIA ON CAPITOL POLICE 20 BOARD. 21 Section 1014(a)(2) of the Legislative Branch Appro- 22 priations Act, 2003 (2 U.S.C. 1901 note) is amended in 23 the first sentence by striking ‘‘and the Architect of the 24 VerDate Sep 11 2014 05:33 May 27, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H2392.IH H2392 kjohnson on DSK79L0C42PROD with BILLS 5 •HR 2392 IH Capitol,’’ and inserting ‘‘the Architect of the Capitol, and 1 the Librarian of Congress’’. 2 SEC. 5. TREATMENT OF FENCING AROUND PERIMETER OF 3 UNITED STATES CAPITOL. 4 (a) REMOVAL OF EXISTING FENCING.—Not later 5 than 30 days after the date of the enactment of this Act, 6 the Architect of the Capitol shall remove any of the fenc- 7 ing installed around the perimeter of the United States 8 Capitol during January 2021 which remains in place as 9 of the date of the enactment of this Act. 10 (b) RESTRICTIONS ON FUTURE INSTALLATION OF 11 FENCING.—After the Architect of the Capitol removes the 12 fencing installed around the perimeter of the United 13 States Capitol in accordance with subsection (a), the Ar- 14 chitect may not install any fencing around the perimeter 15 of the United States Capitol unless not fewer than 3 of 16 the members of the Capitol Police Board approve the in- 17 stallation of the fencing. 18 Æ VerDate Sep 11 2014 05:33 May 27, 2021 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H2392.IH H2392 kjohnson on DSK79L0C42PROD with BILLS
