Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Community Navigator 4 Reporting Act of 2021’’. 5 SEC. 2. COMMUNITY NAVIGATOR REPORTING. 6 (a) IN GENERAL.—Not later than 180 days after the 7 date of the enactment of this Act, and annually thereafter, 8 VerDate Sep 11 2014 22:13 May 27, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H2399.IH H2399 kjohnson on DSK79L0C42PROD with BILLS 2 •HR 2399 IH the Administrator shall submit to the Committee on Small 1 Business and Entrepreneurship of the Senate and the 2 Committee on Small Business of the House of Representa- 3 tives a report on the performance and effectiveness of the 4 Community Navigator pilot program, which may be in- 5 cluded as part of another report submitted to such Com- 6 mittees by the Administrator, and which shall include— 7 (1) the number of recipients of grants under 8 the Community Navigator pilot program; 9 (2) for each such recipient— 10 (A) the dollar amount of each such grant 11 the received; 12 (B) the aggregate dollar amount of all 13 such grants received; and 14 (C) the location of such recipient, including 15 the State and county; and 16 (3) to the extent practicable, the number of 17 unique businesses for which an owner has received 18 community navigator services from a Program par- 19 ticipant under the Community Navigator pilot pro- 20 gram, disaggregated by industry, including but not 21 limited to— 22 (A) accommodation and food services; 23 (B) agriculture, forestry, fishing, and 24 hunting; 25 VerDate Sep 11 2014 22:13 May 27, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2399.IH H2399 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 2399 IH (C) arts, entertainment, and recreation; 1 (D) construction; 2 (E) educational services; 3 (F) healthcare; 4 (G) manufacturing; 5 (H) professional, scientific, and technical 6 services; 7 (I) retail trade; 8 (J) transportation; and 9 (K) wholesale trade. 10 (b) DEFINITIONS.—In this section: 11 (1) AMERICAN RESCUE PLAN ACT OF 2021 DEFI- 12 NITIONS.—Except as provided in this subsection, the 13 terms in this Act have the meaning given such terms 14 under section 5004 of the American Rescue Plan 15 Act of 2021 (Public Law 117–2). 16 (2) COMMUNITY NAVIGATOR PILOT PROGRAM.— 17 The term ‘‘Community Navigator pilot program’’ 18 means the program established under section 5004 19 of the American Rescue Plan Act of 2021 (Public 20 Law 117–2). 21 (3) COMMUNITY NAVIGATOR SERVICES.—The 22 term ‘‘community navigator services’’ means the cov- 23 ered services provided by community navigators that 24 target eligible businesses. 25 VerDate Sep 11 2014 22:13 May 27, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2399.IH H2399 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 2399 IH (4) COMMUNITY NAVIGATOR.—The term ‘‘com- 1 munity navigator’’ means a community organization, 2 community financial institution as defined in section 3 7(a)(36)(A) of the Small Business Act (15 U.S.C. 4 636(a)(36)(A)), or other private nonprofit organiza- 5 tion engaged in the delivery of covered services. 6 (5) COVERED SERVICES.—The term ‘‘covered 7 services’’ means the outreach, education, and tech- 8 nical assistance provided to increase awareness of, 9 and participation in, programs of the Small Business 10 Administration. 11 (6) PROGRAM PARTICIPANTS.—The term ‘‘Pro- 12 gram participants’’ means community navigators 13 that have received a grant from, or entered into a 14 contract or cooperative agreement with, the Admin- 15 istrator for the purposes of the Community Navi- 16 gator pilot program. 17 Æ VerDate Sep 11 2014 22:13 May 27, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H2399.IH H2399 kjohnson on DSK79L0C42PROD with BILLS
