This Act may be cited as the ‘‘Bolstering Northeast

Heating Oil and Gasoline Reserves Act of 2023’’.

SEC. 2. NORTHEAST PETROLEUM PRODUCT RESERVES MIS-

SION READINESS OPTIMIZATION.

(a) IN GENERAL.—Not later than 180 days after the
3
date of enactment of this Act, the Secretary of Energy
4
shall—
5
(1) complete a long-range strategic review of
6
the Northeast Petroleum Product Reserves; and
7
(2) develop and submit to Congress a proposed
8
action plan, including a proposed implementation
9
schedule, that—
10
(A) specifies near- and long-term roles of
11
the Northeast Petroleum Product Reserves rel-
12
ative to the energy and economic security goals
13
and objectives of the United States;
14
(B) describes whether existing legal au-
15
thorities that govern the policies, configuration,
16
and capabilities of the Northeast Petroleum
17
Product Reserves are adequate to ensure that
18
the Northeast Petroleum Product Reserves can
19
meet the current and future energy and eco-
20
nomic security goals and objectives of the
21
United States;
22
(C) identifies the configuration and per-
23
formance capabilities of the Northeast Petro-
24
leum Product Reserves and recommends an ac-
25
tion plan to achieve the optimal—

troleum Product Reserves; and

(ii) storage and distributional capabili-

ties of the Northeast Petroleum Product

Reserves; and

tain and maintain the long-term sustainability

and operational effectiveness of the Northeast

Petroleum Product Reserves.

(b) DEFINITION.—In this section, the term ‘‘North-
11
east Petroleum Product Reserves’’ means—
12
(1) the Northeast Home Heating Oil Reserve
13
established under part D of the Energy Policy and
14
Conservation Act (42 U.S.C. 6250 et seq.); and
15
(2) the Northeast Gasoline Supply Reserve.
