Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. USE OF PEER SUPPORT, PEER MENTORING, AND CA- 1 REER COACHING. 2 Section 2008 of the Social Security Act (42 U.S.C. 3 1397g) is amended by redesignating subsections (c) and 4 (d) as subsections (d) and (e), respectively, and by insert- 5 ing after subsection (b) the following: 6 ‘‘(c) USE OF PEER SUPPORT, PEER MENTORING, 7 AND CAREER COACHING.— 8 ‘‘(1) PREFERENCE IN CONSIDERING APPLICA- 9 TIONS.—In considering applications for a grant 10 under this section, the Secretary shall give pref- 11 erence to— 12 ‘‘(A) applications that include opportuni- 13 ties for peer support or peer mentoring, and 14 make career coaching available, as part of the 15 case management plan; and 16 ‘‘(B) applications that include a commit- 17 ment to providing project participants with a 18 monthly cash stipend equivalent to 50 percent 19 of the Federal poverty level. 20 ‘‘(2) INCLUSION AMONG SUPPORT SERVICES.— 21 A project for which a grant is made under this sec- 22 tion shall include case management plans that in- 23 clude career coaching (with the option to offer ap- 24 propriate peer support and mentoring opportunities 25 to help develop soft skills and social capital), which 26 VerDate Sep 11 2014 04:15 May 26, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2312.IH H2312 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 2312 IH may be offered on an ongoing basis before, during, 1 and after initial training as part of a career pathway 2 model.’’. 3 SEC. 3.
