117TH CONGRESS 1ST SESSION S. 1037 AN ACT To provide for the establishment of a section of the website of the Department of Commerce that shall serve as the primary hub for information relating to Federal manu- facturing programs, and for other purposes. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 2 † S 1037 ES SECTION 1. SHORT TITLE. 1 This Act may be cited as the ‘‘Manufacturing.gov 2 Act’’. 3 SEC. 2. MANUFACTURING.GOV HUB. 4 (a) DEFINITION.—In this section, the term ‘‘Sec- 5 retary’’ means the Secretary of Commerce. 6 (b) ESTABLISHMENT.—Not later than 1 year after 7 the date of enactment of this Act, the Secretary, in coordi- 8 nation with the Chief Information Officer of the Depart- 9 ment of Commerce, shall modify the manufacturing.gov 10 website by establishing a section of the website to be 11 known as the ‘‘manufacturing.gov hub’’. 12 (c) FUNCTIONS.—The manufacturing.gov hub estab- 13 lished under subsection (b) shall— 14 (1) serve as the primary hub for information re- 15 lating to every Federal manufacturing program, in- 16 cluding the programs identified in the report of the 17 Government Accountability Office entitled ‘‘U.S. 18 Manufacturing’’ (GAO 17–240), published on March 19 28, 2017; 20 (2) provide the contact information of relevant 21 program offices carrying out the Federal manufac- 22 turing programs described in paragraph (1); 23 (3) provide an avenue for public input and feed- 24 back relating to— 25 3 † S 1037 ES (A) the functionality of the website of the 1 Department of Commerce; 2 (B) the Federal manufacturing programs 3 described in paragraph (1); and 4 (C) any other manufacturing-related chal- 5 lenges experienced by manufacturers in the 6 United States; 7 (4) establish web pages within the hub that 8 shall focus on— 9 (A) technology and research and develop- 10 ment; 11 (B) trade; 12 (C) workforce development and training; 13 (D) industrial commons and supply chains; 14 and 15 (E) small and medium manufacturers; and 16 (5) use machine learning to— 17 (A) identify frequently asked questions; 18 and 19 (B) disseminate to the public answers to 20 the questions identified under subparagraph 21 (A). 22 (d) NO ADDITIONAL FUNDS.—No additional funds 23 are authorized to be appropriated for the purpose of car- 24 rying out this section.
