Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘American Cures Act’’. 4 SEC. 2. 1 (G) for fiscal year 2028, $1,310,000,000; 2 (H) for fiscal year 2029, $1,400,000,000; 3 (I) for fiscal year 2030, $1,500,000,000; 4 (J) for fiscal year 2031, $1,600,000,000; 5 and 6 (K) for fiscal year 2032 and each fiscal 7 year thereafter, the amount appropriated under 8 this paragraph for the previous fiscal year, in- 9 creased by the percentage increase (if any), 10 during the previous fiscal year, in the Con- 11 sumer Price Index for all urban consumers pub- 12 lished by the Bureau of Labor Statistics. 13 (b) AVAILABILITY.—Amounts appropriated under 14 subsection (a) shall remain available until expended. 15 (c) DEFINITIONS.—In this section: 16 (1) CENTERS FOR DISEASE CONTROL AND PRE- 17 VENTION.—The term ‘‘Centers for Disease Control 18 and Prevention’’ means the appropriations accounts 19 that support the various institutes, offices, and cen- 20 ters that make up the Centers for Disease Control 21 and Prevention. 22 (2) RESEARCH, DEVELOPMENT, TEST, AND 23 EVALUATION PROGRAM OF THE DEPARTMENT OF 24 DEFENSE HEALTH PROGRAM.—The term ‘‘research, 25 VerDate Sep 11 2014 22:02 Apr 17, 2021 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S962.IS S962 kjohnson on DSK79L0C42PROD with BILLS 6 •S 962 IS development, test, and evaluation program of the 1 Department of Defense health program’’ means the 2 appropriations accounts that support the various in- 3 stitutes, offices, and centers that make up the re- 4 search, development, test, and evaluation program of 5 the Department of Defense health program. 6 (3) MEDICAL AND PROSTHETICS RESEARCH 7 PROGRAM OF THE DEPARTMENT OF VETERANS AF- 8 FAIRS.—The term ‘‘medical and prosthetics research 9 program of the Department of Veterans Affairs’’ 10 means the appropriations accounts that support the 11 various institutes, offices, and centers that make up 12 the medical and prosthetics research program of the 13 Department of Veterans Affairs. 14 (4) NATIONAL INSTITUTES OF HEALTH.—The 15 term ‘‘National Institutes of Health’’ means the ap- 16 propriations accounts that support the various insti- 17 tutes, offices, and centers that make up the National 18 Institutes of Health. 19 (d) EXEMPTION OF CERTAIN APPROPRIATIONS FROM 20 SEQUESTRATION.— 21 (1) IN GENERAL.—Section 255(g)(1)(A) of the 22 Balanced Budget and Emergency Deficit Control 23 Act (2 U.S.C. 905(g)(1)(A)) is amended by inserting 24 after ‘‘Advances to the Unemployment Trust Fund 25 VerDate Sep 11 2014 22:02 Apr 17, 2021 Jkt 019200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\S962.IS S962 kjohnson on DSK79L0C42PROD with BILLS 7 •S 962 IS and Other Funds (16–0327–0–1–600).’’ the fol- 1 lowing: 2 ‘‘Appropriations under the American 3 Cures Act.’’. 4 (2) APPLICABILITY.—The amendment made by 5 this section shall apply to any sequestration order 6 issued under the Balanced Budget and Emergency 7 Deficit Control Act of 1985 (2 U.S.C. 900 et seq.) 8 on or after the date of enactment of this Act. 9 (e) BUDGETARY EFFECTS.— 10 (1) STATUTORY PAYGO SCORECARDS.—The 11 budgetary effects of this section shall not be entered 12 on either PAYGO scorecard maintained pursuant to 13 section 4(d) of the Statutory Pay-As-You-Go Act of 14 2010 (2 U.S.C. 933(d)). 15 (2) SENATE PAYGO SCORECARDS.—The budg- 16 etary effects of this section shall not be entered on 17 any PAYGO scorecard maintained for purposes of 18 section 4106 of H.
