introduced the following bill; which was read twice and referred to the

A BILL
To provide for proper treatment of Taiwan government
representatives.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Reassurance On Com-
4
mitments Act of 2021’’ or the ‘‘ROC Act’’.
5
SEC. 2. PROPER TREATMENT OF TAIWAN GOVERNMENT
6
REPRESENTATIVES.

(a) IN GENERAL.—Notwithstanding any other provi-
8
sion of law, none of the funds appropriated or otherwise
9
made available for the Department of State for fiscal year

2022 may be used to prepare, propose, draft, review, or
1
promulgate any regulation, guidance, or executive order,
2
or to otherwise implement, administer, or enforce any pol-
3
icy that restricts the ability of members of the armed
4
forces and government representatives from the Republic
5
of China (Taiwan) or the Taipei Economic and Cultural
6
Representative Office (TECRO) to display for official pur-
7
poses symbols of Republic of China sovereignty, includ-
8
ing—
9
(1) the flag of the Republic of China (Taiwan);
10
and
11
(2) the corresponding emblems or insignia of
12
military units.

(b) OFFICIAL PURPOSES DEFINED.—In this section,
14
the term ‘‘official purposes’’ means—
15
(1) the wearing of official uniforms;
16
(2) conducting government-hosted ceremonies
17
or functions; and
18
(3) appearances on Department of State social
19
media accounts promoting engagements with Tai-
20
wan.
