and Mr. BAIRD) introduced the following bill; which was referred to the
Committee on Armed Services, and in addition to the Committee on
Transportation and Infrastructure, for a period to be subsequently deter-
mined by the Speaker, in each case for consideration of such provisions
as fall within the jurisdiction of the committee concerned

To relocate fencing around the Capitol Buildings and the
United States Capitol Grounds, and to direct the Sec-
retary of Defense to reassign members of the National
Guard deployed to the National Capital Region to the
southern land border of the United States.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Redirecting Resources
2
to the Border Act’’.
3
SEC. 2. RELOCATION OF FENCING AROUND THE CAPITOL
4
BUILDINGS AND THE UNITED STATES CAP-
5
ITOL GROUNDS; REASSIGNMENT OF MEM-
6
BERS OF THE NATIONAL GUARD DEPLOYED
7
TO THE NATIONAL CAPITAL REGION.

(a) FENCING.—Not later than 30 days after the date
9
of the enactment of this Act, all covered fencing shall be
10
relocated to the southern land border of the United States.
11
(b) NATIONAL GUARD.—Not later than 30 days after
12
the date of the enactment of this Act, the Secretary of
13
Defense shall reassign covered members to support U.S.
14
Customs and Border Protection in securing the southern
15
land border of the United States.
16
(c) DEFINITIONS.—In this section:
17
(1) The term ‘‘covered duty’’ means duty per-
18
formed—
19
(A) in the National Capital Region; and
20
(B) in support of the mission in response
21
to the attacks on January 6, 2021, on the Cap-
22
itol Buildings and the United States Capitol
23
Grounds (described in sections 5101 and 5102
24
of title 40, United States Code).

(2) The term ‘‘covered fencing’’ means fencing

installed on or after January 6, 2021, around—
2
(A) the perimeter of any of the Capitol
3
Buildings described in section 5101 of title 40,
4
United States Code; or
5
(B) the perimeter of the United States
6
Capitol Grounds, or any portion thereof, de-
7
scribed in section 5102 of such title.
8
(3) The term ‘‘covered member’’ means a mem-
9
ber of the National Guard deployed to the National
10
Capital Region—
11
(A) on or after January 6, 2021; and
12
(B) to perform covered duty.
13
(4) The term ‘‘National Capital Region’’ has
14
the meaning given that term in section 2674 of title
15
10, United States Code.
