Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. GRANTS REGARDING TREATMENT OF DIABETES IN 1 MINORITY COMMUNITIES. 2 Subpart I of part D of title III of the Public Health 3 Service Act (42 U.S.C. 254b et seq.) is amended by insert- 4 ing after section 330M the following: 5 ‘‘SEC. 330N. GRANTS REGARDING TREATMENT OF DIABE- 6 TES IN MINORITY COMMUNITIES. 7 ‘‘(a) IN GENERAL.—The Secretary may make grants 8 to public and nonprofit private health care providers for 9 the purpose of providing treatment for diabetes in minor- 10 ity communities. 11 ‘‘(b) RECIPIENTS OF GRANTS.—The public and non- 12 profit private health care providers to whom grants may 13 be made under subsection (a) include physicians, podia- 14 trists, community-based organizations, health care organi- 15 zations, community health centers, and State, local, and 16 tribal health departments. 17 ‘‘(c) SCOPE OF TREATMENT ACTIVITIES.—The Sec- 18 retary shall ensure that grants under subsection (a) cover 19 a variety of diabetes-related health care services, including 20 routine care for diabetic patients, public education on dia- 21 betes prevention and control, eye care, foot care, and 22 treatment for kidney disease and other complications of 23 diabetes. 24 ‘‘(d) APPROPRIATE CULTURAL CONTEXT.—A condi- 25 tion for the receipt of a grant under subsection (a) is that 26 VerDate Sep 11 2014 01:02 May 21, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2178.IH H2178 pbinns on DSKJLVW7X2PROD with BILLS 3 •HR 2178 IH the applicant involved agrees that, in the program carried 1 out with the grant, services will be provided in the lan- 2 guages most appropriate for, and with consideration for 3 the cultural backgrounds of, the individuals for whom the 4 services are provided. 5 ‘‘(e) OUTREACH SERVICES.—A condition for the re- 6 ceipt of a grant under subsection (a) is that the applicant 7 involved agrees to provide outreach activities to inform the 8 public of the services of the program, and to provide offsite 9 information on diabetes. 10 ‘‘(f) APPLICATION FOR GRANT.—A grant may be 11 made under subsection (a) only if an application for the 12 grant is submitted to the Secretary and the application 13 is in such form, is made in such manner, and contains 14 such agreements, assurances, and information as the Sec- 15 retary determines to be necessary to carry out this section. 16 ‘‘(g) AUTHORIZATION OF APPROPRIATIONS.—For the 17 purpose of carrying out this section, there are authorized 18 to be appropriated such sums as may be necessary for 19 each of the fiscal years 2022 through 2027.’’. 20 Æ VerDate Sep 11 2014 01:02 May 21, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H2178.IH H2178 pbinns on DSKJLVW7X2PROD with BILLS
