Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Providing Americans 4 with LNG Safely Act’’ or the ‘‘PALS Act’’. 5 SEC. 2. LIQUEFIED NATURAL GAS BY RAIL. 6 (a) IN GENERAL.—The Secretary of Transportation 7 may not issue any regulation or long-term order that— 8 VerDate Sep 11 2014 22:02 May 19, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H2100.IH H2100 kjohnson on DSK79L0C42PROD with BILLS 2 •HR 2100 IH (1) prohibits the transportation of ‘‘methane, 1 refrigerated liquid,’’, commonly known as liquefied 2 natural gas (LNG), by rail; or 3 (2) restricts or contracts the scope of allowance 4 provided by the final rule of the Pipeline and Haz- 5 ardous Materials Safety Administration, titled ‘‘Haz- 6 ardous Materials: Liquefied Natural Gas by Rail’’ 7 and published in the Federal Register on July 24, 8 2020 (85 Fed.
