RESOLUTION
Amending the Rules of the House of Representatives to
establish the Committee on the Elimination of Non-
essential Federal Programs.
Resolved,

SECTION 1. SHORT TITLE.

This resolution may be cited as the ‘‘Finding Federal
3
Savings Committee Resolution’’.

SEC. 2. COMMITTEE ON THE ELIMINATION OF NON-
1
ESSENTIAL FEDERAL PROGRAMS.

(a) Clause 1 of rule X of the Rules of the House of
3
Representatives is amended by redesignating paragraphs
4
(f) through (t) as paragraphs (g) through (u) and by in-
5
serting after paragraph (e) the following new paragraph:
6
‘‘(f) Elimination of Nonessential Federal Programs
7
‘‘Modification or elimination of underper-
8
forming or nonessential Federal programs.
9
The committee shall cease to exist at the close of the
10
119th Congress.’’.

(b) Clause 4 of rule X of the Rules of the House of
12
Representatives is amended by adding at the end the fol-
13
lowing new paragraph:
14
‘‘(g) The Committee on the Elimination of Non-
15
essential Federal Programs shall—
16
‘‘(1)(A) research, review, and study Federal
17
programs that are underperforming or nonessential;
18
and
19
‘‘(B) determine which Federal programs should
20
be modified or eliminated;
21
‘‘(2) develop recommendations to the House for
22
action designed to modify or eliminate underper-
23
forming or nonessential Federal programs; and
24
‘‘(3) submit to the House—

‘‘(A) at least once a year, reports includ-
1
ing—
2
‘‘(i) a detailed statement of the find-
3
ings and conclusions of the Committee;
4
and
5
‘‘(ii) a list of underperforming or non-
6
essential Federal programs; and
7
‘‘(B) legislation to eliminate the programs
8
described in section subdivision (ii) and rescis-
9
sions based on the findings of the report de-
10
scribed in subdivision (i).’’.

(c) Clause 5(a) of rule X of the Rules of the House
12
of Representatives is amended by adding at the end the
13
following new paragraph:

‘‘(4)(A) The Committee on the Elimination of Non-
15
essential Federal Programs shall be composed of members
16
as follows:
17
‘‘(i) Four members from the Committee on Ap-
18
propriations.
19
‘‘(ii) Four members from the Committee on the
20
Budget.
21
‘‘(iii) Four members from the Committee on
22
Oversight and Reform.
23
‘‘(iv) Four members from the Committee on
24
Ways and Means.

‘‘(v) One member who does not serve on any of
1
committees described in items (i) through (iv), who
2
shall be appointed by the Speaker and designated by
3
the Speaker as the Chair of the Committee.
4
‘‘(vi) One member who does not serve on any
5
of committees described in items (i) through (iv),
6
who shall be appointed by the minority leader and
7
designated by the minority leader as the Vice Chair
8
of the Committee.
9
‘‘(B) The Chair and Vice Chair of the Committee
10
shall not be from the same political party.
11
‘‘(C) Of the members appointed from each of the four
12
committees listed in subdivision (A), two shall be from the
13
minority party.’’.

(d) Rule X of the Rules of the House of Representa-
15
tives is amended by adding at the end the following new
16
clause:

‘‘Expedited procedures for legislation reported by
18
the Committee on the Elimination of Non-
19
essential Federal Programs
20
‘‘12. With respect to any bill or resolution reported
21
by the Committee on the Elimination of Nonessential Fed-
22
eral Programs, the following shall apply:
23
‘‘(a) After the expiration of the 7-day period
24
(excluding any day on which the House is not in ses-
25

the bill or resolution, it is in order to move to pro-

ceed to the consideration of the bill or resolution.

The motion is highly privileged and is not debatable,
4
an amendment to the motion is not in order, and it
5
is not in order to move to reconsider the vote by
6
which the motion is agreed to or disagreed to.

‘‘(b) Debate on the bill or resolution shall be
8
limited to not more than 10 hours, which shall be
9
divided equally between those favoring and those op-
10
posing the bill or resolution. A motion to further
11
limit debate is not debatable.

‘‘(c) An amendment to, or motion to recommit,
13
the bill or resolution is not in order, and it is not
14
in order to move to reconsider the vote by which the
15
bill or resolution is agreed to or disagreed to.’’.
