A BILL
To amend title 40, United States Code, to require the Ad-
ministrator of General Services to enter into a coopera-
tive agreement with the National Children’s Museum to
provide the National Children’s Museum rental space
without charge in the Ronald Reagan Building and Inter-
national Trade Center, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘National Children’s
4
Museum Act’’.

SEC. 2. NATIONAL CHILDREN’S MUSEUM.

(a) FINDINGS.—Congress finds that—
2
(1) section 502 of the Museum and Library
3
Services Act of 2003 (20 U.S.C. 956a note; Public
4
Law 108–81) designated the Capital Children’s Mu-
5
seum, the predecessor to the National Children’s
6
Museum, as the ‘‘National Children’s Museum’’;
7
(2) the National Children’s Museum operates
8
under section 501(c)(3) of the Internal Revenue
9
Code of 1986 and is organized under the laws of the
10
District of Columbia;
11
(3) the mission of the National Children’s Mu-
12
seum is to inspire children to care about and change
13
the world; and
14
(4) the National Children’s Museum is located
15
in the federally owned Ronald Reagan Building and
16
International Trade Center.

(b) NATIONAL CHILDREN’S MUSEUM.—Subchapter
18
III of chapter 67 of title 40, United States Code, is
19
amended by adding at the end the following:
20
‘‘§ 6735. National Children’s Museum
21
‘‘(a) IN GENERAL.—Not later than 30 days after the
22
date of enactment of this section, the Administrator of
23
General Services shall enter into a cooperative agreement
24
with the National Children’s Museum (referred to in this
25
section as the ‘Museum’) for the operation of the Museum

in the approximately 32,369 square feet of space com-
1
monly known as suite C–001 (referred to in this section
2
as the ‘Space’) of the Ronald Reagan Building and Inter-
3
national Trade Center for the duration of the retail space
4
license agreement between Trade Center Management As-
5
sociates, LLC, or a successor entity, and the Museum,
6
dated December 4, 2017, including any exercised renewal
7
options.

‘‘(b) CONTENTS.—The cooperative agreement under
9
subsection (a) shall include provisions that—
10
‘‘(1) require, for the period in which the Gen-
11
eral Services Administration owns or controls the
12
Space, the General Services Administration to pro-
13
vide rent for the Space; and
14
‘‘(2) terminate the agreement if—
15
‘‘(A) the Museum does not continue to
16
qualify as a nonprofit organization under sec-
17
tion 501(c)(3) of the Internal Revenue Code of
18
1986; and
19
‘‘(B) the Museum no longer uses the Space
20
as a children’s museum; and
21
‘‘(3) prohibit the Museum from transferring the
22
interest in the agreement.

‘‘(c) SOURCE OF FUNDS.—To carry out this section,
1
the Administrator of General Services shall use funds de-
2
rived from—
3
‘‘(1) the Pennsylvania Avenue Development
4
Corporation fund; or
5
‘‘(2) the International Trade Center fund.
6
‘‘(d) REPORT.—The cooperative agreement under
7
subsection (a) shall require the Museum to submit to the
8
Committee on Transportation and Infrastructure of the
9
House of Representatives and the Committee on Environ-
10
ment and Public Works of the Senate an annual report
11
on the operations and finances of the Museum.’’.

(c) CLERICAL AMENDMENT.—The analysis for sub-
13
chapter III of chapter 67 of title 40, United States Code,
14
is amended by adding at the end the following:
15
‘‘6735. National Children’s Museum.’’.
