SHORT TITLE. 3 This Act may be cited as the ‘‘Promoting United 4 States International Leadership in 5G Act of 2021’’. 5 SEC. 2. SENSE OF CONGRESS. 6 It is the sense of Congress that— 7 (1) the United States and its allies and part- 8 ners should maintain participation and leadership at 9 international standards-setting bodies for 5th and 10 future generations mobile telecommunications sys- 11 tems and infrastructure; 12 (2) the United States should work with its allies 13 and partners to encourage and facilitate the develop- 14 ment of secure supply chains and networks for 5th 15 and future generations mobile telecommunications 16 systems and infrastructure; and 17 (3) the maintenance of a high standard of secu- 18 rity in telecommunications and cyberspace between 19 the United States and its allies and partners is a na- 20 tional security interest of the United States. 21 VerDate Sep 11 2014 00:27 Jul 19, 2022 Jkt 029200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1934.RFS H1934 kjohnson on DSK79L0C42PROD with BILLS 3 HR 1934 RFS SEC. 3. ENHANCING REPRESENTATION AND LEADERSHIP 1 OF THE UNITED STATES AT INTERNATIONAL 2 STANDARDS-SETTING BODIES. 3 (a) IN GENERAL.—The President shall establish an 4 interagency working group to work with allies and inter- 5 national partners to increase and align their engagement 6 at multilateral international organizations, such as the 7 International Telecommunications Union (ITU), that ad- 8 dress communications networks, standards, and security, 9 including 5th and future generations mobile telecommuni- 10 cations and infrastructure. 11 (b) INTERAGENCY WORKING GROUP.—The inter- 12 agency working group described in subsection (a) shall— 13 (1) be chaired by the Secretary of State or a 14 designee of the Secretary of State; and 15 (2) consist of the head (or designee) of the De- 16 partment of Commerce and each Federal depart- 17 ment or agency the President determines appro- 18 priate. 19 (c) FUNCTION.—The Secretary of State shall coordi- 20 nate with the members of the interagency working group 21 to develop and implement a strategy for diplomatic en- 22 gagement with allies and partners and monitor engage- 23 ment by the Government of the People’s Republic of China 24 and entities under its ownership, control, or influence at 25 VerDate Sep 11 2014 00:27 Jul 19, 2022 Jkt 029200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1934.RFS H1934 kjohnson on DSK79L0C42PROD with BILLS 4 HR 1934 RFS multilateral international organizations described in sub- 1 section (a). 2 (d) BRIEFING.—Not later than 180 days after the 3 date of the enactment of this Act, the interagency working 4 group shall provide to the Committee on Foreign Affairs 5 and the Committee on Energy and Commerce of the 6 House of Representatives and the Committee on Foreign 7 Relations and the Committee on Commerce, Science, and 8 Transportation of the Senate a briefing that includes— 9 (1) a strategy for diplomatic engagement with 10 allies and partners to share security risk information 11 and findings pertaining to equipment that supports 12 or is used in 5th and future generations mobile tele- 13 communications systems and infrastructure and co- 14 operation on mitigating such risks; and 15 (2) a discussion of China’s presence and activi- 16 ties at multilateral international organizations de- 17 scribed in subsection (a) relevant to 5th and future 18 generation mobile telecommunications systems and 19 infrastructure, including information on the dif- 20 ferences in the scope and scale of China’s engage- 21 ment, as well as the success rate of proposals by 22 Chinese entities adopted into standards at such or- 23 ganizations compared to the engagement and success 24 rate of proposals adopted by the United States or its 25 VerDate Sep 11 2014 00:27 Jul 19, 2022 Jkt 029200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H1934.RFS H1934 kjohnson on DSK79L0C42PROD with BILLS 5 HR 1934 RFS allies and partners, and noting any mandatory do- 1 mestic Chinese standards that are adopted at such 2 organizations. 3 Passed the House of Representatives July 14, 2022.
